York-Adams Youth “B” Basketball League (YAYBBL) Playing Rules

National Federation Basketball Rules and PIAA Rules are followed except where defined below:

Senior Boys Rules

1. Mercy rule adopted.  If score difference at 30 points in second half, stop keeping score on scoreboard and turn off score if able or set score to ZERO if not able.  Maintain normal clock operation of stopping on whistle and maintain keeping score in scorebooks.
2. Playing time is six-minute quarters.
3. There will be only one 3 minute overtime. If there is no winner, the game will end in a tie.
4. The three-point field goal is allowed.
5. Teams may press if not ahead by 15 or more points.
6. When a team cannot press, it must drop back to the mid-court line and not play defense until the ball crosses mid-court.  The exception is if the offensive team makes any attempt at a fast break, defenders may play the ball.
7. Violators of the no press rule will get a warning for the first violation and will be assessed a technical foul for the second and succeeding violations.
8. Boys will use regulation (29.5) ball.
9. Seniors participants must be under 15 years of age on or before August 31st and must be in 8th grade or less.

Junior Girls and Boys Rules

1. Mercy rule adopted.  If score difference at 30 points in second half, stop keeping score on scoreboard and turn off score if able or set score to ZERO if not able.  Maintain normal clock operation of stopping on whistle and maintain keeping score in scorebooks.
2. The foul shooter will be permitted to have momentum carry them over the line on foul shots.
3. Playing time is six-minute quarters.
4. There will be only one 3 minute overtime. If there is no winner, the game will end in a tie.
5. The three-point field goal is not allowed.
6. In first three quarters, teams must play man-to-man defense – no zone defenses permitted.
7. After made shots or defensive rebounds and as soon as a player has control of the ball, the defense must drop back to the opponent’s three point line until the ball crosses mid-court.  The exception is if the offensive team makes any attempt at a fast break, defenders may play the ball.
8. The defensive player should be within 6-12 feet from the player they are guarding.  The defensive player may leave their man to provide help side defense on the ball but must return to a man when the offensive player gets rid of the ball.
9. The defensive team does not have to guard a man that is positioned outside the three-point line.
10. Violators of Rule 7-9 will get a warning for the first violation and will be assessed a technical foul for the second and succeeding violations.
11. In fourth quarter, zone defense is permitted.  However, no double-teaming the ball outside the 3 point arc.
12. Jr.’s may press in the 4th quarter if not winning by more than 10.  Jr.’s may press entire overtime (3 minutes) if not winning by more than 10.
13. If not allowed to press, after made shots or defensive rebounds and as soon as a player has control of the ball, the defense must drop back to the opponent’s three point line until the ball crosses mid-court.  The exception is if the offensive team makes any attempt at a fast break, defenders may play the ball.
14. Violators of the no press rule will get a warning for the first violation and will be assessed a technical foul for the second and succeeding violations.
15. Teams will use the smaller (28.5) size ball.
16. Participants must be under 13 years of age on or before August 31st and must be in 6th grade or less.

Rink Girls and Boys Rules

1. Mercy rule adopted.  If score difference at 30 points in second half, stop keeping score on scoreboard and turn off score if able or set score to ZERO if not able.  Maintain normal clock operation of stopping on whistle and maintain keeping score in scorebooks.
2. Rinks will use a 12-foot foul stripe on free throws.  The foul shooter will be permitted to have momentum carry them over the line on foul shots.
3. During a Free throw, players will line-up starting in the lane space closest to the end line.
4. Playing time is six-minute quarters.
5. There will be only one 3 minute overtime. If there is no winner, the game will end in a tie.
6. The three-point field goal is not allowed.
7. Teams must play man-to-man defense – no zone defenses permitted.
8. After made shots or defensive rebounds and as soon as a player has control of the ball, the defense must drop back to the opponent’s three point line until the ball crosses mid-court.  The exception is if the offensive team makes any attempt at a fast break, defenders may play the ball.
9. The defensive player should be within 6-12 feet from the player they are guarding.
10. The defensive player may leave their man to provide help side defense on the ball but must return to a man when the offensive player gets rid of the ball.
11. The defensive team does not have to guard a man that is positioned outside the three-point line. No press is allowed except for the last minute of the fourth quarter and last minute of overtime.  No double-teaming the ball outside the 3 point arc.
12. Any team that is ahead by 7 or more points may not press.
13. Violators of 8-13 above will get a warning for the first violation and will be assessed a technical foul for the second and succeeding violations.
14. Use smaller (28.5) size ball.
15. Rink participants must be under 11 years of age on or before August 31st and must be in 4th grade or less.

Administration

1. Any player participating in an “A” league game after the second Sunday of January is not permitted to play in the “B” League. Players can only play on one team (“A” or “B”) prior to the second Sunday of January.  No player is allowed on a ‘B’ league roster that is playing for their Jr. High team.
2. YYBL “A” league rule can be used as a guideline unless indicated below or overruled in the “B” league meeting with a 75% majority vote.
3. Home team’s official point of contact if referees are in need of any assistance shall be the timekeeper.  That person is part of the officiating team.  Timekeeper then will assist referees with any issue or locate the person who they report to who can then assist the referees.
4. NEW OCT 2015: Referees are to be paid $29 a game. The minimum fee is $43 if only one referee shows for the game. The home team is responsible for scheduling a referee for all games. A minimum of one PIAA official is required to officiate of the two officials.
5. Admission donations shall be a maximum of $2.00 for adults and $1.00 for students. A full-day stamp for tournament games can be given for $2 per adult and $1 per student. No person shall be denied for lack of a donation.
6. Tournament fee shall be $150 dollars per team. The fee is payable to the sponsoring organizations no later than 21 days before the beginning of the tournament. Trophies may be awarded for the first four places in each tournament. Tournament hosts shall organize games in a way that produces seeds from a round robin format. All participating teams shall play a minimum of three games. Any organization not participating in the post season can be assessed the league fee the next season for all teams in its organization.
7. Teams must have proper size numbers on the front and back of uniforms.
8. No team shall have more than 14 players unless approved at a “B” league meeting vote of 75%.
9. No regular season standings shall be kept.
10. Teams will be given as many games as possible, but no more than twice as many away games as home games provided per team.
11. Rosters shall contain coaches’ name and phone number. Players’ name, number, and birth date is also required.  Final rosters will be filled out on web site and will be due on January 1^st of each season.  If rosters are not submitted by January 1^st, those teams will not participate in the end of season tourney.
12. Do not arrive more than 30 minutes prior to any away game.
13. YAYBBL members may not place a team in the “B” league without a corresponding team in the “A” league without League approval.  Clubs must have a minimum of three teams to participate in the "B" league.
14. Assuming a player attends team practices and demonstrates a positive team behavior each player has the opportunity to play at a minimum of one quarter (6 minutes) per game. The “B” league encourages and expects team coaches to play each player more than a quarter whenever possible.
15. Children’s Heelies (integrated shoe roller skate) not permitted in any gym facility.
16. Playing and Administrative rules will be reviewed on alternating years.  The purpose would be to allow a rule(s) change to be evaluated for two years before passing judgment.  Season 2015/2016 will be used to review Administrative rules and season 2016/2017 will be used to review Playing rules.
17. Club participation is required at a majority of scheduled meetings.  If coordinator is unable to attend, the coordinator may designate a club representative to stand in for club at any meeting.  Any coordinator choosing not to participate in meetings risks putting their club on a one year suspension to be designated by the YAYBBL League Coordinator.  A warning to suspend a club will be instituted first and must be approved at a “B” league meeting with a vote of 75% in agreement.  If club continues to choose not to participate in scheduled meetings, then action will be taken to suspend club and must be approved at a “B” league meeting with a vote of 75% in agreement.
