Minutes

The AGM started ( 12:02 pm )

Rich Knight opened the meeting by welcoming and thanking those in attendance at the Fieldhouse and on conference call for taking the time to participate!

Tom Manual opened 2016 AGM thanking all those for their concerns from his recent hospital visit. He was also grateful to be named the new Commissioner in 2015 (very well deserved) and how he would do his very best to follow the footsteps of the former Commissioner Bryan Hart who unfortunately passed away in 2015. Tommy finished it off by naming a number of our Wall of Famers in particular Clair Seeley and how we should not forget them how they paved the way for Vintage Baseball.

Rich Knight followed up with his opening remarks, requesting that if anyone was interested in being an Apprentice to become a member of the executive (especially President) to send an email to Rich personally. Rich also reminded Teams of host tournaments that the rules are on the website and convenors should post rules to make sure that rules voted by VBFO team Reps are adhered to. Rich also mentioned teams that have run tournaments in particular Welland had rain outs and in the rules it states that teams should pay in advance, and usually the rule of thumb is teams bring their fees with them or trade off tournament fees, and Rich stated that the hosting team and attending teams should not accept the burden, noting that the Executive have agreed any hosting teams effected by weather or other items affecting their Tournament may request financial relief by sending e mail to executive (rickknight15@hotmail.ca) by email
That rule will be updated on website.

Other items of note Rich Knight requested the VBFO fees $100 (by May 1st) be given to Rich personally or by mail

Tom Manual gave Financial Report, because of Bryan's death (former Commish) we will start 2016 with a balance of $7,926.65

Rich Knight stated The Constitution has been updated and thanked Frank Iker and Tom Manuel for all their hard work. Frank Iker asked questions regarding the 57+ Division,  and Rich replied that Dan, Rich (who also will include Frank) are to meet and will follow up the Rules of this Age category for those Teams interested.

As per the new Constitution Vintage Baseball has been restructured as follows

They and the President and Vice President will oversee this process and work with the selected Baseball Directors and update with any changes / concerns that are brought forward.

Let the Ontario Teams know the new price is $750 and broke down where the money goes included in the price increase is the mandatory need for insurance!  Rich Knight indicated because Ontario Teams already have insurance from Baseball Ontario - their price is $700.

Rule Change brought forward 
Derek Prescott has requested the 45+ Age Category be changed to 43+ by December 31st to align CNOBF. 43+ Age Rule category

The Rule in question will be brought forward to Teams that played in any 45+ tournaments under the VBFO umbrella to vote upon (now the jurisdiction of Tim Lessard and Danny Radobenko to follow up on)

AGM meeting started on time - Rich Knight welcomed and thanked all those who attended in person or by phone.

2017 Financial Report given on December 2nd 2017 and accepted.

2017 News -

Provincial winners
35+ won by Woodslee Orioles in Brampton, Dan Nall followed up with quick review of how the tournament went.

45+ won by Scarborough (In Welland) - Rich Knight read Dan Radobenko's report on how 7 teams played a highly competitive tournament where 5 of those teams were 1-1 after day one with 3 teams tied at 2-1 while Scarborough 3-0 ended up in Final with Oakville replacing Carlton Place who had the 2nd best record and they unfortunately had to leave.
50+ Rich Knight reported 4 teams
Barrie / Tecumseh / Scarborough and Oakville (Played in Mississauga) and again congratulations to Scarborough
for winning 50+ Tournament.

Rich Knight asked but there were no other items from 2017 to be brought forward.

2018

Rich Knight told members the 2018 Insurance Forms have not been posted on Baseball Ontario but will let Vintage teams know asap.

Rich Knight introduced the new CNOBF President Tim Lessard who went over which teams have committed to the 2018 CNOBF Tournament and reminded those VBFO teams who where on the that list and those who plan to go that accommodation may be a problem and if you plan to go "BOOK EARLY"   The website www.CNOBF2018.ca or just go to www.cnobf.com and click on link on main page and register your team.

Rich Congratulated  the  Scarboro Maroons  for their banner year winning  35 and 45 Provincials.  Rich jokingly said Scarboro would not have won the 50 Provincial that unfortunately got rained out on the Sunday..

At this point Rich gave kudos to Greg Smithson and his unique idea about creating 2 divisions after Saturday and making Sunday games more important to all attending
Rich went as far as saying for 2017 that all provincial Tournaments the VBFO would support financially a prize for the (Tier 2 / B)  Champions

*Team Rosters + Insurance
Important to pay your VBFO fees to cover insurance.
More important if you’re coming in with 3 different teams a team will pay $100 and $25 for each additional team to ensure all players are insured.

Rich also reminded Mark Budman or for that matter any teams outside of Ontario that they must be insured and also any teams from Ontario are insured if they leave the Province but must be supported by a letter from  Baseball Ontario -  one important factor not mentioned is that Ontario teams that go outside of Canada! The Team is covered for Liability only.

One other important item to mention, is that if you have asked players from any other VBFO teams to join you, those players must be identified as such (and we will use Tim Lessard as an example)
***Oakville has asked Tim Lessard (from Tecumseh) to join them at CNOBF 2017 with permission from Tecumseh club). This helps cover the player for any secondery insurance if needed!

This can all be handled thru Rich Knight, Frank Iker or Greg McEachern who will forward on to Baseball Ontario.


Nationals

Rich gave a quick update on the CNOBF when asked about the Fields (that were a concern to some teams) Rich stated it is a work in progress and even though we are not totally pleased with some of the field conditions of some of the parks the games most likely will proceed in Hamilton (the 25th anniversary where the games began)

And Rich also mentioned If too many teams in 35+ group, then priority will go to teams that have played previously or are defending champions. The cost  (will be going up) by May 31,2017.  Get your entries in ASAP

Rule Changes

Danny Radobenko sent a word document to 45/50 Teams noting that he felt with the new rule re: players must be 35/45/50 by Dec. 31 of that given year hurt the growth of the 45 / 50 Divisions

Rich at that point thought it was a good segway to go off line with the 3 age groups and look into to the rules noting that Rich felt it would be foolish not to have every age bracket to look at the rules and come back with suggestions

Those rules will be voted on and implemented by the start of the 2017 VBFO season.

Opening Remarks - President Rich Knight opened the meeting at 12:01 pm & Welcomed everyone. It was acknowledged that 2014 was a good year on the field. He then reviewed the passings of those members who have left us in the last 12 months.
 
Financial Report - accepted by the members as per earlier e-mail - Bob from Carlton Place asked for a copy as he wasn't on the e-mail list

Masters Report - Dan Radobenko  reported that there was no completed tournament for the 50+ division mainly because of the passing of Oakville's Ross Hill.  The 45+ tournament was held in Welland with 6 teams participating with Welland winning the championship.

The 35+ tournament was held in Oakville with 10 teams participating with Walsingham winning the championship.

New Business

1. Rich had mentioned that the National Federation is adopting 43+ age group a change from the 44+. He was suggesting that Ontario also adopt this age group. There was discussion about this. It was agreed that there would be a poll conducted by e-mail on whether Ontario wants to also go from a 45 and over (you can play provided you have turn 4s) to a 43 by January 1st have that current year age category. This is part of the  Constitution and must be voted the entire membership.
Mark Potter (Walsingham) made the motion, Dan Nall (Brampton) 2nd

2. Rule Changes

a) Bunting - Greg McEachern (Oakville) made a motion that the bunting rule be changed to allow for bunting in all age groups.   The motion was 2nd by Carleton Place.

b)Stealing - it was suggested that a rule change to allow stealing be implemented  in the Masters age groups. Two scenarios were discussed. Stealing allowed regardless of the score or no stealing if up by 4 runs or more. Many in attendance agreed to forgo the condition & just vote on whether stealing be allowed. Rob Fisher  (Oakville) motioned that we implement a rule change to allow stealing, 2nd by Beaudoin  (Hamilton).

Dan Radobenko suggested that only teams who participate in the Masters Divisions be allowed to vote on these rule changes. Carleton  Place concurred.

3. Rich & the executive support the premise that all teams be allowed to host provincial championships.  He also mentioned that there is an expectation for all teams to attempt to attend these tournaments.

4. Congrats to Dan Nall (Brampton) for hosting the 2014 Nationals. It was suggested that the teams go to the Nationals website for the latest rule changes.  Rob Fisher mentioned that there was an e-mail from the organizing committee in Yarmouth to expedite their plans if attending ie) book rooms now

5. There was a request to solicit the group on who may be  going to Yarmouth & in which age group.

6. Due to  the passing of Bryan Hart the vintage fees can now be payable to Vintage Ball Federation Ontario

Rich explained that the fee pays in part for liability insurance of $2 M. This also includes some secondary insurance ie) physio therapy. Tom Anderson from Dufferin Simcoe wondered if the insurance would provide any coverage for beer gardens at tournaments. Those in attendance agreed that more comprehensive insurance would be required. The price for the insurance through the Ontario Baseball Association is $2.55 per player. The Executive is budgeting for 20 teams with 20 players per team. Mike Burke from Scarborough mentioned that they already get insurance, why pay twice? Other teams may be in the same situation. Rich mentioned that these teams may only have to pay 50% of vintage fees. As an additional comment Dan (Welland) mentioned that getting a licence for selling beer is expensive & invites inspectors. Ottawa mentioned they need to get insurance for their beer tent, they can't hide.
 
Tournament Schedule

Posted on the website- July 18,19 in Dufferin Simcoe is tentative. Scarborough asked for a tentative commitment from the teams in attendance for their 50+ provincials as they need to know in advance how many parks they may need. It was determined that a commitment be made by July 15 to insure that a team gets in.

Oakville was tentatively planning a 1 day event maybe on Sept. 26 or 27 & Carleton Pl. was hoping for a tournament the 1st w/end in June.
 
Final Comments

Dan & Rich to coordinate wording for the new Masters age group before it goes to vote.

Dufferin Simcoe 35+ questioned why the 35+ was held so late in the year? Rich explained that many teams enjoyed September baseball as probably the #1 reason among others.

There was a  tribute to Bryan Hart as a result of his recent passing . Bryan was a member of the Executive and he will be missed. As a result, Rich explained that Vintage Baseball Ontario is always looking for help and to please send an e-mail to him if interested. 

Rich concluded the meeting by thanking everyone in attendance and wishing  all a successful season.

Pat Baldwin (Kingston) Suggested Performance Bond should be increased to cover the cost  in tournaments

Tournament Structures to make all games 7 innings with 2 hour and 15 minute time limit (allowing one pitcher at any time to go 3 innings)

National Tournament voting, Rich Knight stated how important it was that the Ontario Teams who are the reason CNOBF started and exists have the right to vote on the 7 constitutional issues that may change. Those teams that where not sent the issues before and that have appeared in the Nationals within the last 6 years will have the opportunity to vote providing the pay the $50 annual fee
