Official League Rules


Adult Hockey League Rules
NOTE: These rules are subject to change and the YMCA Rink Staff and the Youth and Family Director ultimately reserve judgment in all situations at the rink to maintain a safe and fair playing environment for all participants and spectators.

League Fees
1. All players must pay in full before the first game of the season in order to participate in league play. Each player participating in the league must sign a waiver and the players code of conduct in order to play in the league.
2. League fee's are $50 per player for each session..
3. Any player not paid in full by the first will have to pay a sub fee of 10 dollars. Each time they play they will be required to pay sub fee even up to and exceeding the league fee.

Roster Requirements
1. All full rosters must be submitted to the Rink Director or Rink Staff prior to the start of the first game, or that team will NOT be permitted to start. All roster should be finalized before the start of the 3rd game.
2. All players must be eighteen (18) years of age or older. Anyone under 18 wishing to compete in the league must be cleared with management and this will be done on a case-by-case basis. Teams/parents found to be in violation of this rule are subject to forfeiture of games and suspension from play.
3. Double rostering, except goalies, is not permitted, and will result in a forfeit during both the regular season and the play-offs. Goalies can double roster if they pay both league fees.
4. PLAYER REPLACEMENT: During the regular season: Non-rostered players from other teams may at times play in order for a team to have enough players to compete. The opposing team has the right to accept or reject any replacement players. Each team can only pick up a maximum of three players and may not include a substitute. Double rostering is absolutely prohibited without exception during the playoffs.
5. Any team found guilty of using non-roster players without approval could be subject to forfeiting all games that those players participated in and face possible suspension from the league.
6. GOALIE REPLACEMENT: In the event that a team is unable to dress their rostered goalie, a fill-in goalie may be acquired for that game. The steps to replacing your goalie should be as follows: 1. Contact your league manager about needing to replace your net minder. 2.Contact the other team captain. 3. Make a reasonable effort to find a comparable goalie and relay that to both management and the other team. 4. The opposing team would have the option to decline the choice. 5. Management reserves the right to make a final decision overriding all else with the understanding of all the efforts put into finding a replacement. NOTE: If this happens last second, these attempts to notify management and the other team may not be unreasonably done. At the very least, a post should be placed on the message board letting everyone know of your situation and intentions. Showing up with a replacement goalie and expecting that to be acceptable is not appropriate conduct. We ask all teams to be accommodating and reasonable when dealing with this issue, so that management does not have to make a stricter policy concerning replacing a goalie.

Games
1. Games will be played on Sunday, Monday, Tuesday, Wednesday, and Thursdays. The YMCA will do their best to accommodate certain situations and schedule conflicts, however, not every request can be honored. Make-up days are TBD.
2. Games will start on the hour. A team will have until 5 minutes after the hour to field a team or that team will forfeit.
3. Captain communication is key for game time. Captains of the teams may agree on adjustments to the game. All adjustments must be finalized and agreed upon before the start of the game and cannot be changed thereafter.
4. There absolutely must be a pre-game discussion between both team captains and head official.

Rescheduling Games
1. If a team cannot play on a scheduled game day and it's an emergency, they must contact the Rink Director and/or the Rink Supervisor at least 48 hours before the scheduled game. If a team does not show for a scheduled game and does not inform anyone, the game is considered a forfeit and forfeits rules mentioned below will apply.
2. Games will be re-schedules due to inclement weather or a problem with the facility. All games are expected to be played unless notified ahead of time by Y staff.

Forfeits
1. Any team that forfeits by not being present to play will be responsible for paying the referee fee's for both teams from the forfeited game. Teams that have a referee balance will not be permitted to play until balance is settled.
2. Any team forfeiting a game or games during the regular season (for any reason) may become ineligible for the playoffs unless permitted specifically by the Rink Director.

Coaches/Captains Responsibilities
1. Captains are responsible for all team communications. Captains will responsible for open communication with rink staff and the rink director.
2. Coaches and captains are responsible for the conduct of their players and fans. It is the captain's responsibility to be sure that their team and fans adhere to all rules.
3. Team captains will be responsible for fan behavior (foul language, comments towards referees, etc.). The fan and the team will be warned once (includes a two minute penalty for team) then the fan will be removed from the facility.
4. Captains and one assistant captain will be the only player permitted to communicate with the referee after a call is made. The referee will have the discretion to remove any other player from the team for illegally communicating with official.
5. Captains must ensure that there are no fans or spectators on their bench or standing at the fence near their bench. All spectators and fans must be on the bleacher-side of the rink and are not permitted in or near team benches. This is left to the discretion of the officiating crew and ultimately the YMCA Rink Staff.

Weather
1. If it is raining in your area, please contact the Youth and Family Director/Rink Supervisor, if you are unsure about the games being canceled.
2. Decisions on cancellations will be made by an hour and a half before the first game at the latest. If any cancellations occur, each team captain will be contacted. It is the captain's responsibility to inform their players of the cancellation.
3. If weather becomes an issue during a game, the game may be canceled. This is up to the discretion of Youth and Family Director, the rink supervisor, and/or the referees. If a game is in progress, it will resume at the exact time/score that it was stopped at a later date.
4. All games canceled because of rain will be made up at a later date. All make up games must take place before the end of the season-no exceptions!

Playoff Eligibility
1. If a player is rostered from the beginning of the session and recorded officially before the third game.
2. If a player has competed in 30% of the teams scheduled games.  Sessions are 10 games = 3 games.
3. Player must be in good financial standing with the league to be eligible to compete.

Equipment Requirements
1. REQUIRED: Hockey helmet, shin pads that cover the knee and hockey gloves. Any player that does not have the required equipment will not be permitted to play.  Failure to wear proper equipment during the game, could result in penalties and/or suspensions.
2. RECOMMENDED: Hip pads and elbow pads.
3. STICKS: Hockey Sticks that are altered or damaged may by be deemed unacceptable for play.  Stick blades may be worn to the point of them being dangerous and shall be disallowed from being used in a game.  
 

Jersey Requirements
1. All players must wear matching colored jerseys with numbers. Teams or players that do not have matching jerseys must wear pinnies provided by the rink staff.
2. The Y staff and officials will be responsible for tracking stats throughout the session. It is the responsibility of the players to report jersey numbers and points to the scorekeeper.

Referees
1. Referees must be paid in full prior to the start of each game. Referee's are instructed not to start the game until they are paid. 2. Each official that completes the referee certification class will receive 15 dollars per game. .
3.If there is only one official the teams will be each responsible for $10 each.
4. Any team that forfeits will be responsible for paying both teams referee fees ($30). This is due before the team's next game or else that game will also result in a forfeit.
5. Referees have the authority to halt play at any time once the game is underway. This will be done if it is determined that either team is being unduly disruptive to the orderly cause of the game. If a team is unruly enough to have a referee call a game that team will also forfeit as a result.

Rule Changes
1. Roller Hockey Games will be played and officiated according to the AAU Roller Sports Rulebook. Amendments are included in addition to this rule book and will be posted HERE by June 30, 2010.
2. The USARS Rules include various Personal Fouls, Delay of Game Penalties, Goalkeeper Infractions, Stick and Equipment Violations, Bench Minor Penalties, and other infractions resulting in minor, double minor, major, misconduct, game misconduct, match, and gross misconduct penalties, penalty shots or awarded goals. All participants are responsible for becoming familiar with these rules.
3. There is a copy of the rules available in the YMCA Rink office, and online at http://www.aauhockey.org/Portals/0/Downloadabale files/USARS-08-10-Rules.pdf.
4. All Dek Hockey games will be played and officiated according the USA Hockey format. The rules regarding penalties can be viewed at: http://www.usahockey.com/Template_Usahockey.aspx?NAV=AU&id=28274.
5. There will be icing in Dek Hockey games when a defensive player clears the ball from their defensive end behind the blue line of the defensive zone.

Game Misconduct
1. Any player given a game misconduct must leave the playing surface and exit the facility or the team will be subject to a forfeit.
2. Any player given a game misconduct will not be permitted to resume playing until he/she discusses the incident with the Youth and Family Director directly.
3. The police will be called in order to help deal with any situation the YMCA deems necessary.
Suggested minimum suspensions

Note: The following are suggested minimum suspensions, and more severe penalties can be assessed based upon the severity of the infraction.

Note: Minimum suspensions can be appealed to the hockey director through a written report from the team captain or official in charge of the game.

Note: Repeat offenders will be treated more harshly with suspensions. Upon return from the initial suspension, a player will be put on “probation” for two years. During this time, a player will face more severe penalties depending on what “stage” of the suspension they are on. Successful competition through the two year probation period results in going back to stage 1.

Stages will be as of follows:
1st Stage – Normal suspension
2nd Stage – Suspension doubled
3rd Stage – Full session suspension
4th Stage – Full year suspension
5th Stage – Banned from any New Castle YMCA hockey leagues indefinitely

Example: Player A receives a three game suspension for spearing an opponent. He returns to game action on July 1st 2015. Player A is on probation until July 1st 2017 and is now on stage 2.
In October, Player A checks someone from behind. Player A is suspended six games for the infraction. Player A returns November 1st 2015. The probation period now resets and will now end on November 1st 2017
The next infraction during that probation period will result in an automatic session suspension. Upon return, the probation period extends once again. The next suspension results in a full year suspension. Finally, a 5th infraction results in being banned from the leagues indefinitely.
Successful competition through the two year probation period results in going back to stage 1.

Minimum suspensions for major infractions
For the following infractions, the minimum suspensions will be at the discretion of the refs and the league director.

They are as follows:

Butt-ending- 3 games
Spearing- 3 games
Head butting- 3 games
Kicking- 3 games
Intent to injure- 5 games
Hair pulling- 3 games
Spitting- 5 games
Checking from behind- 3 games
Checking to the head- 3 games
Kneeing- 3 games
Biting- 5 games

Fighting

1. Fighting WILL NOT BE TOLERATED for any reason. Any player involved in a physical altercation will be removed from the facility and serve a minimum 5 game suspension with the possibility of being suspended for the remainder of the session. Regardless of fault.
2. Just the same as a game misconduct the player will not be allowed to resume playing until there has been a meeting with the Rink Director.
3. If a fight does occur, immediate ejection from the game for the parties involved. The referees, rink supervisor, and captains will be the only people allowed to break up the fight.
4. Any other parties that get involved will receive an immediate ejection from the facility.
5. Any altercation in the parking lot will result in a season long suspension and will have the police called to deal with the situation.
6. Players are not permitted to leave their bench for any reason. Players who leave their bench during an altercation will be suspended for at least 3 games and will subject their team to a forfeit. If they become involved in the altercation, they will beFor altercations occurring on or off the rink, the minimum suspensions to be issued are as follows

Fighting – 5 games
3rd Man in – 1 game (other suspensions may be incurred)
 
Abuse of officials- minimum suspensions
Abuse of officials can vary greatly and the minimum suspensions shall vary greatly based on the extent of the abuse. Listed below are generic guidelines for the minimum suspensions to be issued.
Verbal abuse- 3 games
Physical abuse- indefinite
Spitting- indefinite

Other suspension details

Minor penalties
Any player receiving 20 penalty minutes in a single session will be automatically suspended for one game
After the 20 penalty minutes, players will be suspended a game for every 6 more minutes. Therefore 26 minutes in penalties results in a second game suspension.
Players who are suspended and are level 2-5 offenders will be suspended for both footer and roller. Only the teams that the player is rostered for count towards the suspension.


Alcohol or Drugs
1. Any players or teams who are under the influence of drugs or alcohol will be removed from the game and/or facility and face suspension for a session.
2. Anyone caught drinking or using drugs on the property will face a suspension for a session and will have the cops called to deal with the situation.
 
Office
1. The designated areas in the office are for employees only.
2. Stats and Standing will be posted inside the main office and/or on our website at www.leaguelineup.com/ncymca . The stats and standing will be updated every Friday.
3. The equipment inside the office is YMCA property, and anyone seen removing equipment without notifying YMCA staff will be asked to leave and could be prosecuted.
 
Damaging Property
Anyone who willfully causes damage to the playing area or any part of the rink will be suspended, and will be prosecuted, or required to make financial restitution before being allowed to play again (under the discretion of the rink supervisor).

Chewing Tobacco and Smoking
1. Under no circumstances will chewing tobacco or smoking of any form be allowed in the rink, team benches, and in or around the facility. Any person caught will be subject to expulsion from the facility and/ or suspension.
2. Anyone caught improperly disposing of or littering tobacco products in the rink is subject to suspension.

Shoot-out rules
Each team names three shooters. If the game remains tied after the three shooters are done, teams continue shooting in "sudden death" mode. The game cannot end until each team has taken the same number of shots. Shooters may repeat themselves after the designated number: Roller = 4 shooters, Footer = 5 shooters. Captains my reset their shooters in any order and repeat once again after the designated number of shooters have gone.

Misc Rules

- Captains sign game sheets after games and verify scorers and stats. Additions / corrections will not be done later.

- Players can be waved out for a false draw or encroachment. If 3 players are waived out, on the same team, on the same drop: delay of game penalty.
(NHL is on the second when the penalty occurs.)

- Players receiving a game misconduct or match penalty may remain on the bench as long as they remain orderly.
Players that are instructed by rink officials, in order to preserve order during the game,
to leave the premises will be required to exit the YMCA fenced-in facility area to the parking lot for the duration of the game.
Failure to do so within 2 minutes will result in a forfeit for the team of the offending player and make that player subject to additional suspension of games/season.
All actions taken by the removed player will be taken into consideration for additional suspension time.

- The blue mats and the front of the players benches are "in play" and ball contact with them will not stop play as long as the ball remains on the playing surface.
