Dear Coaches:
The Garden State Basketball League is entering its 23rd season.Last year,210 teams encompassing seventeen divisions competed with more than 2500 players participating.
Within the league there will be 4th grade,5th grade and 6th grade A and B divisions and a 7th and 8th grade divisions.Some towns may have enough players to enter two teams within a division.The fees this year will be $150 per team entered.
Depending upon the number of teams in each division,each team will play 10-14 regular season games.In addition,single elimination playoffs will be held in early March.
Trophies will be provided and awarded within each division as follows:
* Individual player trophies (12 Maximum)for the first place team (regular season)
* Individual player trophies (12 Maximum)for BOTH the first and second place playoff finishers.
Towns with both 5th and 6th grade teams,and 7th and 8th grade will have home games scheduled back to back.In the 4th grade league,games must be scheduled as doubleheaders with another team in the boy or girl divisions.A single game at one site will not be scheduled unless their are unusual circumstances.
As always,a 4th grade team will not be able to participate in the 5th grade league and a 5th grade team will not be able to participate in the 6th grade league.Go to leaguelineup.com/gsb to find a copy of the league rules.You should note that these rules differ from high school basketball rules.
Entrance fees and insurance need to be received by November 15.Schedules will be developed and distributed by late November,early December for the boys.Games will begin Friday December 5th(boys only).The girls schedule wiil be developed by Christmas with games begining January 5.

Garden State Basketball League Rules 2008/2009
The purpose of this league is to give young athletes in fourth, fifth, sixth,
seventh and eigth grades the opportunity to compete in a competitive environment against the better players from other communities. Developing skills, sportsmanship, teamwork and discipline are the objectives of the league. The goals will be attained through the concerted efforts of all players, coaches and officials. Coaches are responsible for controlling their own fans.
1). League rules will be high school rules as per N.J.S.I.A.A. The exceptions are :
IF A TEAM IS LEADING BY 20 POINTS OR MORE IN THE 4TH QUARTER,THE CLOCK WILL RUN AT ALL TIMES EXCEPT TIMEOUT.IF THE LEAD BECOMES LESS THAN 20 ,REGULAR STOPPAGE OCCURS.
(a) NO three-point shot for 4th grade .
b) (boys). no full court press or fastbreaking by a team winning by 15 or more points at the 5th, 6th, 7th and 8th grade boy's level.Also a team losing by more than 15 points at the 4th grade level or 20 points at the 5th thru 8th grades cannot press in the fourth quarter.If the total fall under than they may press .HALF COURT TRAPPING OR DOUBLE - TEAMING THE BALL BY THE TEAM AHEAD BY 15 OR MORE POINTS IS NOT ALLOWED EITHER.
b)(girls). girl's 4th, 5th and 6th grades can press in the 4th quarter for the last 3 minutes only - 15 point and 20 point margins as above prevail.
(3). mandatory substitution during the first half for 4th ,5th and 6th grade boy's teams(7th and 8th grade- free substitution)
(3A). For 4th, 5th, and 6th grade girl's- mandatory substitution for quarters 1, 2 and 3 (7th and 8th grade girl's- free substitution).
2. Mandatory Substitution Rule( For girls replace first half with first 3 quarters) - To assure at least 10 players are being used in the first-half, there is a mandatory substitution rule in effect for only the first half of the game. Second half, regular basketball. The rule will operate as follows:

First Half - Players that play in the first four minutes of the first quarter cannot play in the second four minutes of the first quarter, but can play in the first four minutes or second four minutes of the second quarter. Similarly, players that play in the second four minutes of the first quarter can play in the first or second four minutes of the second quarter.
If a player picks up a third foul in the first or second quarter,or a 4th foul in the 3rd quarter, his coach shall be allowed to substitute for him as a common courtesy.Teams that have more than 10 players must sub a player who has not played in the quarter or only played 2 minutes or less for the first part of the quarter.
Courtesy also dictates that the sub is not the best player. If I find out it was the best player the game will be listed as a forfeit.
Games may be played in which one or both teams have less than 10 players. However, the mandatory substitution requires a team to substitute and rotate the players that started the first four minutes. Example: Team A has 10 players. Team B has seven players. Team B must utilize the remaining two players and substitute the starting five equally throughout the second half of the quarter. Team A can elect to substitute similarly or may substitute for more than two.
UNDER NO CIRCUMSTANCES MAY THE OPPOSING COACH PICK WHO PLAYS.THE OPPOSING COACH MAY BRING TO THE REFS ATTENTION THAT A PLAYER HAS NOT COME OUT .
3. Teams must have a minimum of seven players or forfeit.If a team has 5 players at the gym the game must be played .It is still a forfeit .
4.Players on the 8th grade team must be in the 8th grade or below and not turn 15 before 4/1/10.Players on the 7th grade teams must be in the 7th grade or below and may not turn 14 before 4/1/10. Players on the 6th grade teams must be in the 6th grade or below and may not turn 13 before 4/1/10.Players on the 5th grade teams must be in 5th grade or below and may not turn 12 before 4/1/10.Players on the 4th grade teams must be in 4th grade or below and may not turn 11 before 4/1/10.
5. Use of the small youth or women's ball (28.5') is mandatory for 4th,5th,and 6th grade leagues. The ball must be leather or synthetic leather.
6. Each team is responsible for payment of the officials prior to the start of the game($50.00 from each team for 5th,6th, 7th and 8th grade,and $40.00 from each team for 4th grade).
7.If only 1 ref shows he or she is to be paid $65.00 for the 4th grade,$75.00 for 5-8 grades.This fee is split between both teams.
8. Teams must be comprised of players from only one town.Those players must be permanent town residents.In the case of a religious team, the players must be members of that church/synagogue and are ineligible to play for their own town team if applicable in the same grade.A
9. Rosters with players name, address, grade, school and date of birth must be submitted to the league by 12/1/09. Rosters are limited to 15 players. Exceptions to add a player who moved in to your town during the season when the roster is full or to replace an injured player will be considered on an individual basis by the league.
PLAYERS CAN BE ON ONLY ONE ROSTER PER GRADE. A CHILD CANNOT PLAY FOR MORE THAN ONE ORGANIZATION IN A GRADE LEVEL.
FIVE QUARTERS IS THE MAXIMUM A PLAYER MAY PLAY ON A DAY FOR DIFFERENT TEAMS
THAT ARE REGISTERED IN THE GSBBL.
EXAMPLE:A 6TH GRADE BOY MAY PLAY ON THE 6TH ,7TH AND 8TH GRADE TEAMS BUT MAY NOT PLAY MORE THAN 5 QUARTERS IN THE LEAGUE THAT DAY(HOME AND AWAY TOTALS ARE COMBINED). HE MAY ONLY PLAY FOR THE TOWN TEAM OR THE RELIGIOUS TEAM;NOT BOTH IN A GRADE LEVEL.
THIS WILL HELP TEAMS WITH ROSTER FILLING.
NOTE:THE PLAYER COUNTS AS A ROSTER SPACE ON EACH TEAM
10. The coach from the winning team is responsible to report the exact score to the league within 24 hours of the game's conclusion.
11. If there are unsportsmanlike incidences by players, coaches or fans, the league will place that team on probation for the next season. A second occurrence will result in that team not being invited into the league next year. A third occurrence will result in suspension of the remainder of their games for this season. Let's remember the league is for the kids.
Players play, coaches coach, officials officiate and fans applaud for good plays.
FOURTH GRADE ONLY (Boy's and Girl's)
A. Game will consist of four eight-minute quarters. There will be two referees.
B. No full court pressing until the last three minutes of the fourth quarter. A team cannot press if it is winning by 10 or more points.A losing team cannot press if behind by 15 or more points.
C. If the ball has been advanced over mid-court, an inbound pass into the backcourt is a free entry.
D. There is no violation if a player at the free throw line steps over the line after the shot.
FIFTH AND SIXTH GRADES (Boy's and Girl's)
A. Games will consist of four eight minute quarters.
B. There will be two referees per game.
C. For girl's- there is no violation if a player at the free throw line steps over the line after the shot.
Remember that high school rulebooks state that children in grades 8 and below should( NOT MUST) play no more than 24 minutes per game.Try to keep that in mind and use your substitutes.
Referees are to be paid by both teams BEFORE THE START OF THE GAME
The winning team must email the score within 48 hours to the appropriate email address.

Teams should refrain from postponing or moving games within the schedule for OTHER THAN weather related reasons.
