Can someone please clarify how you win the devision championship for the regular points?

is it if you have the most regular points in a division after the first 15 races? or if you have the most regular points after 20 races?
So it's possible to have 2 division champions?
This prolly shoulda been clarified 20 weeks ago!

I think its the 'T' points after 20 weeks for all division points.
