Lookback rule is in effect when batter-runner touches first base AND Pitcher has control of the ball in the circle and the pitcher is not making a play.

You're parsing the sentence. The statement in, and of it's self, is correct. You assume that the pitcher is in the circle and not making a play. Read RS 34A.
