Runner from first going to second misses the bag and continues to third. What is the responsibility of the umpire, the runner, the defense?

Rule if defense appeal of runner missing second base. Runner cannot go back and touch missed base after dead ball declared.ASA rule 7-I-3. Defense - appeal before next pitch.
