Constitution Section A:
1.1.1 A1: Name
The name of this organization is the Kingston Public Service Hockey League Inc. (KPSHL). In this constitution, and any attached by-laws or amendments, we will be identified as the Kingston Public Service Hockey League.
1.1.2 A2: Objectives
I. To promote, encourage and govern an Adult’s Hockey within the boundaries as set down by this constitution. II. To protect the mutual interest of its members III. To carry out competitions for league championships. IV. To sponsor and promote such athletic, social and other activities as may contribute to the finances of the organization. V. To keep the City of Kingston – Department of Arenas informed of all aspects of the KPSHL, which pertain to the use and rental of facilities.
1.1.3 A3: Aims
I. To provide an opportunity for every adult, who meets the age requirements within the boundaries as set out in this constitution, to play safe, organized hockey according to the rules and regulations. II. To play fairly under all circumstances and not take unfair advantage of any opponents, to win modestly and accept defeat gracefully, to give credit to the team that wins and not question or dispute the referee’s decision. III. To cooperate and work with the ruling bodies of other organizations within the Greater Kingston Area.
1.1.4 A4: Membership
I. Membership shall be composed of all players who have paid the annual membership registration fee. (As administered by team representatives.) II. Copies of this Constitution and attached By-Laws are available upon request to each Team Rep.
1.1.5 A5: Executive
I. The Executive will consist of two representatives from each team. A representative for the officials may be present at each meeting. In the event that there is not a team representative present at each meeting, a fine of $50.00 will be levied to each outstanding team, and will be made payable to the League (KPSHL) when league fees are due. II. The Executive meetings shall be called by the President or upon the request of 4 team reps or more. III. The Executive shall meet at regular intervals that are deemed by the pressure of the business to conduct the KPSHL. IV. The team representatives shall be responsible for the collection of fees and for reporting all league matters to their members. V. The Executive has the right to refuse any individual admittance into the KPSHL or to remove any individual if necessary. VI. By-Laws can only be changed at the spring meetings and will be reviewed at the fall meetings of each season. If a special meeting is called by the President, changes to the rules can be made at that time.
Meetings and Elections: Section B
1.1.6 B1: General Meetings
I. The President will notify all members of the KPSHL of the time, date and place. II. Each team will be permitted one vote per item. III. No amendments or alterations shall be made to any part of the constitution and/or its By-Laws, except at the spring meetings or at a Special Meeting called by the President. Exceptions I. Non-members can be invited by special invitation of the Executive. II. President and Vice President can, with help of any members to update any rule changes to the Constitution – as needed – as per Canadian Hockey Association.

By-Laws League Composition:
I. The KPSHL will be comprised of the number of teams settled on at the general meeting. Provision for expansion will be at the discretion of the KPSHL Executive. II. The age limit for adults to play in the KPSHL shall be 20 years as of September 1st of each season.
Alcohol: I. As per City of Kingston By-Laws, and adopted by the K.P.S.H.L. – consumption of alcohol in a public place – included all arenas – is strictly prohibited. Any team or individual person caught consuming alcohol will be subjected to disciplinary action up to and included cancellation of icetime and expulsion from the league.
Registration: Section C:
I. The KPSHL Executive through projected costs and bank balances determines registration fees for the current playing season on hand at the completion of the proceeding season. II. A player must be a member of the KPSHL to play. III. The team representatives will collect all player fees. IV. New Employees may be added up to and including December 1st. All new players will need approval from the President and Secretary before any new employee can suit up for there new team. V. Each team must come to the fall meeting of each season with ½ of their fee with a post-dated cheque from their team accounts with the balance dated for November 1st. A hand written letter outlining the opening game rosters of each team with player numbers is required. VI. Failure to comply with Section C will mean a cancellation of that team’s participation for that season only and will be reviewed by the President. VII. All teams must state their intentions to play by July 1st of every season. VIII. Teams that do not communicate their intension by above date will be assumed as not being part of the league in September.
Roster: Section D:
I. Players are preferred to work for the agency they represent unless they are an import as per the roster. II. Each team will be allowed imports, which must be indicated on the team roster. III. Each team will be responsible for supplying each player with a sweater and a corresponding number so that the league can maintain accurate statistics. NB: If their team provides both, home and away jerseys, jersey numbers must be the same. IV. Each team must have one player representative, the player will indicate to the timekeeper and referees who will be the player rep for that game. Teams should make an effort to keep this is as consistent as possible. Team reps should be the on ice representative if they are present to deal with on ice and off ice officials. V. All players must understand and sign the liability waiver before participating in the league. VI. Each team must submit a roster at the Fall meeting and a final roster by December 1st. Failure to do so will constitute a fine of $50.00 VII. No player can play on more than one team per season. Player movement will occur, at the player’s discretion after May 1st of any season. VIII. Player movement for a single game is acceptable as outlined in Section E, subsection IV IX. Unlimited player roster.
Rules Section E:
I. The KPSHL is a NON-CONTACT hockey league. Incidental contact is allowed. Deliberate contact will result in a minimum of a minor penalty for body checking, up to and including a major penalty for attempt to injure, as per the judgment of the referee. II. Any Player receiving a fighting or major penalty as per the current rules of the Canadian Hockey Assoc. and so judged by the referee, will be suspended for the duration of the season. Any infraction that occurs after February 1st of any season may include a suspension for the following season. III. The exception of E II is a major penalty for an accidental high stick. This will result in a game misconduct with further suspension based on the referees report. IV. At the beginning of each game, immediately after the ice has been scrapped, the timekeeper will set the clock for a three minute warm-up period. At the end of the warm-up, the game will begin with the discretion of the referee. Any team that does not have at least six players to start the game may borrow players from the other team to start the game. If a team has 7 or less skaters may borrow players from the other team for the duration of that game. This will be considered a legal game. V. Games will consist of one 44 minute period, running time. If the score is within three goals, the last three minutes will be stop time. VI. Minor penalties are to be three minutes in length. The penalty will be served in full unless the powerplay team scores. In the event no goal is scored, the penalized player can return on the fly at the duration of the penalty. VII. If a player accumulates seven (7) minor penalties, they will be suspended for one game. The penalties will be accumulated again and an additional seven (7) minor penalties will result in a three (3) game suspension. This will include playoff games. VIII. Any player receiving a gross misconduct or major misconduct as judged by the referee will be permanently expelled from the league. No appeal process will apply. IX. No slapshots or faked slapshots are allowed. They are considered to be any backswing above the knee. Intentional slapshots are not allowed and any will result in an automatic unsportsmanlike conduct minor penalty at the discretion of the referee. A whistle caused by a slapshot or faked slapshot will result in a face-off in the player’s defensive end. X. Each team must have 6 players at the start of the game, as determined by the referee. Teams do not need a goalie and a team has the option to default if they do not have a goalie but there will be no referees for the game. XI. Any team using ineligible players will have point totals taken away and will begin at zero. This will be subject to review form the Executive. XII. Each team will have an option to use five imports. Imports cannot be traded, exchanged or replaced with other imports at any time. XIII. Player movement will only occur in the “off season”. No player can change team during the regular season or playoffs. Exceptions are for goaltenders only. XIV. If a player receives three minor penalties in one game, the player upon the third penalty will be ejected from the game with no further suspension unless stated above. (High stick, Fighting etc) XV. Any team or player(s) not conforming to these rules will be removed from the league at the discretion of the Executive. XVI. All players must wear USD or CSA approved helmets. The Cooper HM50 facemask is not CSA approved. XVII. Jerseys are to be supplied for each player along with corresponding numbers. XVIII. All players on the roster must be at least twenty (20) years of age. XIX. Any team that defaults 5 games due to a lack of players may be expelled from the league for the next season. A re-application form (provided by the President) will be needed and will be reviewed by the President and Secretary within a timely fashion. XX. Any verbal abuse towards officials, timekeepers, other players etc. will not be tolerated and could result in a penalty or removal from the game or suspension or all of the above. XXI. Each new team will receive a 2-month and year-end review. These teams can consider themselves to be on probation to the team representative board. Any penalty may be enforced by the board up to and including expulsion from the league. XXI. Following a whistle, the referee will retrieve the puck and go to the appropriate face spot, the teams will then have 10 seconds to assemble for the face-off and then the puck will be dropped. If the centre has not entered the face-off circle the puck will be dropped following the 10 seconds. XXII. There will be a centre ice line for icings only. There will be no two line off side pass. XXIII. KPSHL will follow the rules of the Canadian Hockey Association unless the executive deems the KPSHL rules supersede the CHA rules
1.1.6.1 Appendix AKPSHL Executive
APPENDIX B Suspension Appeals:
Any player given a major penalty will be suspended as per rules E2 and E3. If the team representative believes that there are extenuating circumstances, then the team rep may appeal the suspension in writing to the league president within ten (10) working days. The incident will be review by: · The team rep · The league president · The coach of the team against which infraction occurred · The referees involved · On independent team rep
Rule E2 and/or E3 will be changed in the ruling only if all parties agree that this is an inappropriate action in this circumstance.
The player in question will be suspended until such time as the ruling has been reviewed as above.
Rule E7, any player assessed a gross or major misconduct will be permanently expelled from the league with no appeal.
APPENDIX C Playoff format:
The first round of the playoffs will be a round-robin format. Entering into the round-robin, teams will be awarded points according to their finishing position in the regular season in a descending order. The team finishing first, in their division, will receive 5 points and the team finishing last will be awarded 1 point.
The round-robin will be governed by the same rules as the regular season and 2 points will be awarded for every win and 1 point for every tie – no points for losses.
The top four teams in each division after the round-robin will begin the division championships. 1 vs 4 and 2 vs 3. The winners play for the division championship. The winner goes to the league final against the winner of the other division. In the vent there are not enough teams to form two divisions; the round robin will be division with the top four teams moving on to the semi-finals. If there are 7 teams or less for the season, the round robin will involve all of the teams in one division with the top four teams moving on after the round robin is complete in the same format.
The league executive reserves the right to alter this format as required based on ice-time, finances and/or other restrictions.
APPENDIX D Length of Games:
Each game is based on a 50 minute ice rental. This begins when the Zamboni doors close and ends when the rink attendant blows the horn for the end of the session. All efforts should be made to have a team ready to go when the ice time begins. Once the warm-up is finished, the timekeeper will give the teams approximately one minute to get ready and then the clock will start. If for some reason the clock needs to be stopped during play, the game will not be extended past the 50 minute rental. If the game is in session when the horn blows, the game will be deemed to be over at that time, regardless of the score or the time left on the clock.
1.1.6.2 APPENDIX ETie breakers:
Ties in the standings of the regular season will be settled in the following criteria:
· Total wins during the current session · Head to head record during the regular season, if other than current session · The largest difference between goals for and against when head-to-head is tied · The largest difference between goals for against during that session of play · Total goals for during that session of play · Coin toss
Ties in the standings of the round robin will be broken by:
· Team points accumulated during the round robin · Most wins during the round robin · Head to head record against the team tied with · The largest difference between goals for and against when head-to-head is tied · The largest difference between goals for against during that session of play · Total goals for during that session of play · Coin toss
Ties during playoff games will be settled by the following criteria:
· A semi-final or final series game that ends in a tie and given available funds, time will be booked for an additional period to solve the tie. This period will be sudden death. · If still tied at the end of the extra period, the tie will be broken by penalty shots. Initially the best of three and then single shooters until the tie is broken. · No player can shoot twice until all players have taken a shot.
APPENDIX F

Verbal Abuse Policy
Verbal abuse directed at the officials or other players will not be tolerated in the KPSHL. Due to the nature of the game, the following policy will be enforced based on the on ice calls by the referee(s). The policy will involve a three step process that will be followed unless there are extenuating circumstances. If, based on the referee’s assessment, the player’s actions deserve a penalty greater than the current step they are on, the player will be penalized and the situation will be reviewed by the KPSHL as per the constitution.* Any verbal abuse will be recorded and applied to any further incidents.
Step #1: Unsportsmanlike conduct minor penalty. If the abuse continues, may be followed up by a 10 minute misconduct which will include ejection from that game. Applicable penalties set out in the CHA guidelines will be followed.
Step #2: If a player receives a second offence under this guideline, KPSHL will follow direction from the CHA rules as per Step #1. . Step #3: If a third offence occurs in the policy, in addition the player will be suspended for the remainder of the season. KPSHL will enforce this suspension and additionally will look to the CHA for further direction if required. If the incident occurs later than February 1st, the suspension may include the entire following season. The suspension will be reviewed by the board at the end of the year.
*Note: Any offence that is deemed serious enough to move a player through the steps faster than the normal progression will be reviewed by the referees and the board members. Incidents such as threatening another player or referee with bodily harm may see the player receive an additional suspension up to and including a permanent suspension form the KPSHL. |
