PINOY BASKETBALL LEAGUE  of ORLANDO
RULES AND REGULATION

The league shall be governed by the most current National Federation of State High School Associations Game Rule Book except as specified herein.  The officers and directors of the Pinoy Basketball League of Orlando reserve the right to make any changes to the game rules that are deemed necessary for fair competition, the safety of the participants and the efficient operation of the league.

GAMES
All players are required to show proof of identification (Driver’s license, learner’s permit, passport or an original birth certificate for minors) prior each game.  All players must sign a waiver prior to the 1st game. Players will need to be checked in by the volunteers prior to each game. Players who cannot present a valid ID will not be allowed to play.

TEAM JERSEYS/UNIFORMS
All players must be wearing a team jersey or uniform
. Teams must have jerseys all the same color (shorts may vary in color) and legally numbered.  Any player who does not have a jersey will be penalized with a technical foul. This is only allowed for a few games.  If he continues to show up for games without the uniform jersey, PBL Orlando officers reserve the right to disallow the player to participate. 

Only basketball shoes will be allowed on the basketball court at all times. Any player wearing shoes that mark the floor will not be allowed to participate.

No jewelry (i.e. earrings, necklaces, bracelets, rings, etc.) will be allowed to be worn by players during the game. NO EXCEPTIONS!!!

VENUE
All games will be played at a venue specified by the league. The games will be played at the time, date and location specified on the league schedule.

PLAYOFF ELIGIBILITY
A player needs to play at least 4 games during the regular season to be eligible to participate in the playoffs and finals.

GAME RULES
All games shall start promptly as scheduled.   If less than 4 players are present after a ten (10) minute waiting period, the game shall be considered a forfeit in favor of the other team.  All teams must have five (5) roster players to start a game. Teams cannot play with less than five players.

The game shall consist of two twenty (20) minutes halves, with a running clock.  Only on the last two minutes of second half will the game clock be stopped. If one team leads by more than 20 points, the clock will not stop.  The halftime break shall be three (3) minutes.

During the championship games, all teams from all divisions shall play two (20) minute halves with a running clock.  Only on the last two minutes of second half will the game clock be stopped. If one team leads by more than 20 points, the clock will not stop.  The halftime break shall be three (3) minutes.

THERE WILL NO DOUBLE ELIMINATION (NO "TWICE TO BEAT RULE") DURING ALL CHAMPIONSHIP GAMES. 

Each team is allowed three (3) timeouts for the entire game.  Each timeout will be one (1) minute in length.

If the score is tied at the conclusion of the second half, the game shall be extended to a three (3) minute overtime period following a one (1) minute intermission. A maximum of 3 overtime periods will be played, if the game is still tied, then the 4th overtime period will be considered “sudden death”, with the 1st team scoring a basket to win the game. Each team is permitted only one timeout during an overtime period. No other timeouts will be carried over from regulation play.  The clock stops at last (2) minute in over time.

A player receiving a technical foul shall sit out five (5) minutes. He may return to game during a dead ball after the five (5) minute cooldown penalty. 

A shooter fouled during a three-point attempt that is unsuccessful shall receive three free throws.

Technical fouls shall be personal fouls. Technical fouls count as team fouls.

A player will be removed from the game following their fifth (5) foul.

Shoot one and one on the 7th team foul and 2 on the 10th team foul.

Players or spectators are not allowed to smoke, drink liquor or consume food in the gym.  Players violating this rule will be suspended for two (2) games.

It is the duty of the team manager/team captain to supply the officials with the roster a week prior to the tournament.|

The most valuable player will be chosen by the Team Captain of the winning team along with the Commissioner.

Two (2) technical fouls on a player will result in the ejection of that player from that particular game and suspension for the next scheduled game.

DOUBLE DIPPING
A player is allowed to be included in the roster of 2 teams as long as the player meets the age requirement.

CODE OF CONDUCT
All players are expected to behave in a sportsmanlike manner. No foul language or violent behaviors will be tolerated. Any player who will act in an unsportsmanlike conduct will be ejected from the game and possibly from the tournament. The commissioner will make the final decision on tournament suspensions.

The actions of players, managers, coaches and league officials must be above reproach. Any player, manager, coach, league representative who is involved in a verbal or physical altercation, or an incident of unsportsmanlike conduct, at the game site or any other PBL Orlando activity, is subject to disciplinary action by the officers and Board of Director or PBL Orlando. 

No player, manager, coach, game official, PBL officer or spectator shall:
• Physically attack, trip, push, shove, strike, or threaten to strike anyone. 
• Impose personal verbal or physical abuse upon any official for any real or imaginary belief of a wrong decision or judgment. 
• Be guilty of an objectionable demonstration of dissent at an official’s decision by throwing of balls, or any other forceful unsportsmanlike action. 
• Challenge the referee’s authority. 
• Use unnecessarily rough tactics in the play of a game against the body of an opposing player. 
• Speak or act in a disrespectful, demeaning or unsportsmanlike manner towards any player, official, coach, manager or spectator. 
• Use any profane, obscene or vulgar language or gesture(s) in any manner, at any time. 
• Appear on the court, stands or near the stands, while in an intoxicated state or what reasonably appears to be in such a state. 
• Gamble or bet upon any play or outcome of any game. 
• Smoke or use tobacco products, or what could be confused with tobacco products by a youth, when in team uniform during the game. 
• Publicly discuss in a derogatory, demeaning or abusive manner any play, decision or personal opinion on any player, official, coach, manager or spectator. 
• Willfully, or repeatedly, violate any safety rules.
• Tamper with or manipulate any League rosters, schedules, official scorebooks, rankings, financial records, policies or procedures, or the minutes of any official League meeting. 

When dealing with an irate player, the team manager or team captain will be approached to control the player. If he/she fails to handle the situation or the player ignores the team manager or team captain and continues with the inappropriate behavior, the player will be ejected from the game and be requested to leave the premises. The referee will make every attempt to continue gameplay.

If the player refuses to leave within a reasonable amount of time, the game will be declared a forfeit.

Fighting, baiting of players or verbal abuse to other players, staff or officials will not be tolerated. Players guilty of these infractions will be suspended indefinitely.

Team managers or team captains are responsible for informing their players of all rules and to ensure that they conform to them.

Leaving the bench during an altercation will result in disqualification from the game.

Using profane and inappropriate language or obscene gestures will result in a technical foul or ejection from the game. Any player ejected from a game due to inappropriate behavior will be suspended for the next scheduled game.

Disrespectfully addressing or baiting or taunting an opponent will result in a technical foul minimum/maximum ejection from game.

Any player ejected from a game (for any reason other than personal fouls) is automatically suspended from the team's next scheduled game.

ROSTERS
All teams must submit a team roster at least 3 days prior to the games or as specified by PBL on 2-day tournaments. The team captain or coach should inform PBL Orlando of any changes to the roster prior to the tournament. A player will need to play at least 4 games during the regular season in order to participate in the playoffs and championship games.

A team roster shall consist of a minimum of (5) players and a maximum of twenty (20) players. A player may play in 1 team (for the regular season) & 2 teams during 2-day tournaments as long as his/her age meets the requirement.  

PLAYER ELIGIBILITY:
Only roster players are eligible to play. A roster check will be done prior to each and every game.  Any questions about lineage will be answered and justified by the concerned player if anyone asks or protests their participation.  If they cannot justify a Filipino lineage, then they will not be allowed to play. All protests should be filed prior to the 1st game of the player in question. If no protests are received from any other team or player before the 1st game, then this player will continue to play in the fall season.  All judgments on rules and player eligibility will be made by the Commissioner and are final.

PROTESTS
Protests will be allowed on ineligible players only. They must be filed before the 1st game starts.  

ONCE THE TOURNAMENT STARTS, PBL WILL NO LONGER ENTERTAIN PROTESTS REGARDING ELIGIBILITY.
 

All protests must be filed in writing with a $100 protest fee to the league commissioner within 24 hours. 

Protest fees will be returned only if protest is upheld.

The screening committee will determine player eligibility.

BLOOD RULE
A player, coach, or official, who is bleeding, or who has an open wound, or has blood on his body or clothing, shall be prohibited from participating further in the game until appropriate treatment has been administered.
 
If first aid is required for a player, the player must be immediately removed from the game, unless treatment can be administered in a reasonable amount of time.

A player, coach or official will not be allowed to participate unless:

All bleeding has stopped.

Any exposed cut/scrape, which has bled, is completely covered.

Bloody clothing is removed.  All players are recommended to have spare clothing/jerseys available at the game site to be used if necessary.
 
CONCUSSION PROTOCOL

The league will follow the concussion protocol as stated in the Center for Disease Control (CDC)'s  Heads Up Program.  All officers and volunteers are trained and certified by the CDC's Heads Up Concussion Training Program. If a concussion is suspected, the player will be assessed by one of the staff or coach and will be removed from play if deemed necessary.
