Rules, Code of Conduct, and Appeals Process
     
# Rules Punishment Determined by Rules Committee and Captains Vote
1 Team Dues have to be Paid by the First Game. Team will Forfeit and Cannot Play Until Money is Paid
2 Teams playing the First Game of the Day shall setup the Field (Cones, Trash Cans, Hand Sanitizer, etc.) Cannot Play Until Field is Set (Delay of Game Penalties May be Enforced by Referees or the Team Forfeits the Game)
3 Teams playing the Last Game of the day shall Clean Up the Field, put Cones and Hand Sanitizer away and make sure all Trash is Picked Up. Subject to Team Fine, Team Cannot Play Until Fine is Paid
4 Each Team is Responsible for Lining the Field on their Assigned or Pre-Picked Week. Subject to $50 Team Fine, Team Cannot Play Until Fine is Paid
5 Each Team is Responsible for their Sidelines, Spectators, Cleanliness, Language, Attire and Social Distancing. #1, #2, #3, #4
6 Any Player Switching Teams, Must Pay All Owed Dues, Give Back any Uniform/Flags or other Equipment not paid for to Former Team. Ineligible to Play until Terms Met.
7 No Player can Switch Teams after the 3rd Week of the Season. You cannot play for a New Team on Week #4. If there is a Rain Week prior to Week #4, this Period may be Extended subject to the Rules Committee's Decision. Ineligible to Play.
8 You must play at least One Game During the Regular Season to be Eligible for Playoffs. Ineligible to Play in the Playoffs. Teams using Illegal Players will be subject to Instant Forfeit.
9 No One is Allowed between the Goal Line and the 20 Yard Line. Warning First, then 15-Yard Penalty
10 Immediately after a Game, Teams Shall Clean Up and Vacate their Sideline for the Next Team. Gentleman's Agreement
11 No Fighting. A Thrown Punch is considered Fighting even if it doesn’t Connect. This includes Punching, Kicking, Throwing an Object, Knee, Elbow, Headbutt etc. Anything a Player, Coach, Spectator, Referee does to try to Injure another Person. #1, #3, #6, #7, #8, #9
12 Altercations with Pushing and Foul Language between Players, Coaches, Referees, etc. will not be Tolerated. #1, #2, #3, #4, #5
13 Referees are Off Limits to being Disrespected with Foul Language or Phsyical Touching or Threatening Period. Right or Wrong, Respect their Calls and have your Captain ask for Clarifications. #1, #2, #3, #4
14 Any Player Ejected from a Game, must gather belongings and leave the Field Area Immediately. Game will NOT Resume until Ejected Player is off Premises. More Games could be added to Next Game Suspension if Player does not leave in a Timely or Suitable Manor.
15 Any Suspended Player is Prohibited from being on Premises of Playing Field and Prohibited from Posting on WCFFL Facebook Page for the Entire Length of the Suspension. Subject to Longer Suspension.
16 Any Vote that occurs by the Captains with an Even Number of Teams must have the Rules Committee Vote in the Secret Ballot to Prevent a Tie. N/A
17 The Voting Process for Punishments for Rule/Conduct Breakers shall be Sent Privately to a Predetermined Party selected by the Rules Committee and then the Results given afterwards to keep ALL Votes Private. N/A
18 Captains Conversation shall be Private and not Shared Directly with the League in Any Manor. (No Screenshots) Dismissal from Captains Conversation and Subject to Suspension #3, #5-#9
19 Rules Committee Conversations shall also be Private and not Shared Directly with the League in Any Manor. (No Screenshots) Dismissal from Rules Committee and Subject to Suspension #3, #5-#9
20 All Participants Must Sign Washington County Parks Waiver before being Eligible to Play. Participant Not Eligible to Play.
21 All Participants Must Sign WCFFL Waiver before being Eligible to Play. Participant Not Eligible to Play.
22 All Team Captains Must Sign Team Captains Waiver before their Team is Eligible to Play. Team Not Eligible to Play.
     
# Code of Conduct Punishment Determined by Rules Committee and Captains Vote
1 Players shall not Taunt, Before, During, or After Games, Other Players, Coaches, Spectators, or Referees in a Disrepectful Manor and Tone, especially with Foul Language that will Incite Violence. (Example: Telling the Receiver you're Guarding he's not catching anything against you is just game play but saying something about his Mother or using Foul Langauge in a similiar statement will be considered Taunting and Punishable.) #1, #2, #3, #4, #5
2 Taunting is not allowed. Taunting that incites further issues including fighting will carry heavier consequences. #1, #2, #3, #4, #5
3 All Apparel Worn by Players, Coaches, Spectators, or Referees shall not be Derogatory in any Manner. #3, #5, #6, #7, #8, #9
Offender will be Asked to Leave the Premises
4 Alcohol or Tobacco Products cannot be brought to Games, nor be on School or Park Property. #3, #5, #6, #7, #8, #9
5 Illegal Drugs cannot be brought to Games, nor be on School or Park Property. #3, #5, #6, #7, #8, #9
6 Profanity is not allowed during the games and the 'F' and 'N' words are Automatic 15-Yard Penalties, Repeat Offenders may have further Consequences. #1, #2, #3, #4
7 Social Media is a Blessing and a Cancer as well, any Derogatory Comments about the League or Comments and Content Detrimental to the League shall be a Punishable Offense. Posting these types of things to Facebook, Twitter, Instagram, YouTube or other websites can cause Major Issues and will NOT be Tolerated. #3, #5, #6, #7, #8, #9
8 WCFFL Website and Facebook Page are Public and Foul Language should not be used there. Sponsors, Field Reps, Park Directors and League Reps may see these and think poorly of us due to Foul Language. (Especially if School Systems are involved) #3, #5, #6, #7, #8, #9
9 Anything not explicitly listed in these Rules but deemed necessary to address by the Rules Committee can be Punishable by any of the possible consequences as the Rules Committee sees fit. #1-#9
     
# Punishments  
1 15-Yard Unsportsmanlike Conduct Penalty.  
2 Suspension for 4 plays from the Live Game.  
3 Ejection from a Game.  
4 Ejection from the Game and Automatically Suspened for the Next Game.  
5 Suspension for Four Games.  
6 Suspension for One Season Fall or Spring.  
7 Suspension for 2 Seasons Fall and Spring.  
8 Suspension for 4 Seasons Fall and Spring x2.  
9 Banned from the League for Life.

1 Suspension of 1 Game One Time Appeal before Next Game
2 Suspension up to 4 Games One Time Appeal During Suspension
3 Suspension up to 1 Season One Time Appeal During Suspension
4 Suspension up to 2 Seasons One Appeal Per Season
5 Suspension up to 3 Seasons One Appeal Per Season
6 Suspension up to 4 Seasons One Appeal Per Season
7 Lifetime Suspension One Appeal Per Season
