2009 Franklin Rulebook

Official Games – Add to General Rule H
In the case of a game being postponed, the following rescheduling procedure will be followed:

  1. Managers notify League Director or Scheduling Director (dschwartz1@comcast.net) within 24 hours of postponement – identifying any preferred timing for the rescheduled game
  2. Scheduling Director will provide 3 date and times for the rescheduled game to the League Director who will notify managers.
  3. Managers will have 48 hours to select one(or more) of those dates and notify the League Director who in turn will notify Scheduling director
  4. If no agreement is received from both managers then the League director will select one date and notify each Manager and the Scheduling Director
  5. If only one team attends the rescheduled game (with the required minimum number of players by the required time), that team will be awarded the game by forfeit, with the score being recorded as 6-0, except in Pony, where the score shall be recorded as 7-0. 
  6. If neither team attends the rescheduled game, with the required minimum number of players by the required time, the game will be treated as a loss for both teams

Ejections – Add Section 6 to General Rule L
If a Manager/Assistant/Coach/Spectator wishes to appeal an additional disciplinary suspension beyond the mandatory 1 game suspension associated with an ejection, he/she should request a hearing with the league Disciplinary Committee which consists of league President, Director of Umpires, VP of Administration, VP of Operations and the respective League Director.

The request for a hearing should be submitted to the respective league director within 24 hours of the Suspension ruling being communicated to the suspended Manager/Assistant/Coach/Spectator.

The hearing must take place within 6 days of the request and the ruling of the Disciplinary committee will be made within 1 day of the hearing. The Manager/Assistant/Coach/Spectator shall remain suspended until the Disciplinary Committee rules. 

The ruling of the Disciplinary Committee is final.

 

Player Participation –Add to General Rule W
Except in the case of injury or ejection, and excluding the pitching position in divisions where the pitcher pitches to the batter, all players who start the defensive half of an inning must remain in their original positions for the entire inning, except where such change occurs during the replacement of the pitcher. 

Tie Break Policy -_ Add as General Rule X
Ties between teams will be broken according to the following order in order to establish playoff seeding:

1.                  W-L-T record
2.                  # wins
3.                  Head to Head W-L-T record
4.                  Head to Head run differential (two way ties only) 
5.                  Total runs allowed
6.                  Coin toss

In standing terms incomplete or unplayed games will not be included in standing calculations - they will not be treated as ties.


Catcher Readiness – Add to General Rule R.
A runner removed for catcher readiness must play catcher for the entire inning, unless injured, for the defensive team in the inning immediately after that player’s removal as a runner for catcher readiness.


Sliding– Remove Pony Rule 12
Prohibition on Sliding head first is removed. Applies to Pony division ONLY.
