November 21, 2018
The meeting was called to order by President Tom Class at 1:03 p.m. Members present were President Tom Class, Vice President and Tournament Chairman Bryan Cope, Secretary Mike Dyekman, Treasurer Will Nelson, Greens Chairman Jim Santospirito, Handicap Chairman Charles Service, Special Events Chairman Dave Webster, Travel Team Captain Larry Thompson and Rules Chairman Ken Smith. Member absent was Senior Men’s Club Tournament Director Bob Schulken. Additional club members present were Dave Yaple, Bob Whitney, Phil Young and Kel Scott.
Reports:
Treasurer: The Treasurer presented the 2018 financial report as of October 31, 2018. Motion to accept the report by Ken Smith; seconded by Larry Thompson. Motion carried. In addition to funds held by the Treasurer, the Senior Men’s Club Chairman has $110 in “Hole in One” insurance. There is an annual fee of $60 for the website maintenance. Motion by Will Nelson second by Jim Santospirito to keep the Men’s Club Annual Membership fee at $76 including SCGA fees of $36. Motion carried. Will Nelson will remain as Treasurer.
Tournament Chairman: A replacement is necessary. Bryan Cope will not be able to continue full time. Dave Yaple volunteered to take over as the Tournament Chairman.
Handicap Chairman: No report. Charles Service agreed to remain as Handicap Chairman. He does need to be recertified as the Handicap Chairman by SCGA. Motion by Mike Dyekman, second by Jim Santospirito for the Castle Creek Men’s Club to pay the cost of Charles Service recertification. Motion Carried.
Greens Chairman: The greens are in “bad shape”.
Travel Team Captain: The travel team finished the season in third place, but was defeated in the playoffs in the first round. The winner of the playoffs was Morgan Run. Motion by Larry Thompson, second by Mike Dyekman to approve Bob Whitney as the Travel Team Captain for 2019.
Senior Chairman: No report, Bob Schulken will remain in the position for 2019.
Special Events and Social Chairman: No report.
Rules Chairman: A reminder that the new USGA Rules of Golf take effect January 1, 2019.
New Business:
The President led a discussion regarding “the future of the men’s club”. Charles Service reported that SCGA only requires that the club have 10 members and a Handicap Chairman. Only 3 people have renewed their membership for 2019. Additional discussion revealed that most of the players leaving the club for St. Mark’s will maintain their membership at Castle Creek.
Motion by Will Nelson, second by Dave Webster to repeat the 2018 schedule of events/games for 2019. Motion carried.
Motion by Ken Smith, second by Will Nelson to end the “hot stick” and “sweeps” competition effective December 31, 2018. Motion Carried
Motion by Mike Dyekman, second by Ken Smith to “cease the use of the current by-laws” effective December 31, 2018. The Men’s Club will function as an informal organization governed by a vote of the members. Motion Carried.

The meeting was called to order by President Tom Class at 12:38 p.m. Members present were President Tom Class, Vice President and Tournament Chairman Bryan Cope, Secretary Mike Dyekman, Treasurer Will Nelson, Greens Chairman Jim Santospirito, Senior Men’s Club Director Bob Schulken, Handicap Chairman Charles Service and Rules Chairman Ken Smith. Members absent were Travel Team Captain Larry Thomson and Special Events and Social Chairman Dave Webster. Additional club members present were Dave Yaple, Bill Wiscovitch, Phil Young and Kel Scott.
Reports:
Treasurer: The Treasurer presented the 2018 financial report as of September 18, 2018. Motion to accept the report by Mike Dyekman; seconded by Charles Service. Motion carried. In addition to funds held by the Treasurer, the Senior Men’s Club Chairman has $110 in “Hole in One” insurance.
Tournament Chairman: Men’s Club play on Wednesdays will move to a first tee time of 8:00 a.m. effective October 1, 2018.
Handicap Chairman: The club currently has 43 members signed up with SCGA. 18 of those members do not participate in Men’s Club or Senior Men’s Club matches. We expect many of those members to leave the club at the end of the year.
Greens Chairman: Discussion regarding whether the club is seeing an improvement in the greens. General consensus of the members is the course is not showing signs of improvement. Maintenance is falling behind.
Travel Team Chairman: The travel team is currently in third place and expects to make the playoffs.
Senior Chairman: Play continues on Monday mornings with 11 to 17 players.
Special Events and Social Chairman: No report.
Rules Chairman: The New USGA rules are available from SCGA. Members wishing a copy of the new USGA Rules may order them from SCGA at a nominal cost. MOTION by Ken Smith, second by Bob Schulken to do away with age restrictions for the use of “red tees”. The only restriction shall be the players handicap index, which must be greater than 14. Motion was amended by Mike Dyekman with consent of the “maker” to read the handicap index must be 20 or greater. Motion carried and is effective immediately.
New Business:
The President led a discussion regarding “what type of club” do we envision for next year. A concern was expressed regarding the number of members (20 to 30) we may have. Charles Service agreed check with SCGA regarding any minimum requirements to “qualify” as a “club” registered with SCGA or if there are different types of “clubs”. Tom Class agreed to send an e-mail to the club membership regarding the club status and need for Board Members for next year.
There being no other business, Jim Santospirito moved to adjourn the meeting, second by Bob Schulken. Motion carried.
There were several informal discussions among club members and Board members after the meeting. The majority of the concern was related to the condition of the course and Board members for 2019.

The meeting was called to order by President Tom Class at 12:44 p.m. Members present were President Tom Class, Vice President and Tournament Chairman Bryan Cope, Secretary Mike Dyekman, Treasurer Will Nelson, Travel Team Captain Larry Thompson, Greens Chairman Jim Santospirito, Senior Men’s Club Director Bob Schulken and Rules Chairman Ken Smith. Reports:
Treasurer: The Treasurer presented the 2018 financial report as of July 17, 2018. Motion to accept the report by Jim Santospirito; seconded by Bob Schulken. Motion carried.
Tournament Chairman: The poor condition of the course is affecting play. There was a general discussion of several options to adopt to improve scoring, i.e. using winter rules or adopting a local rule. Motion by Ken Smith, seconded by Santospirito to play the ball within the “rules of golf”. Motion carried. Motion by Ken Smith, second by Larry Thompson that the first group to tee off each Wednesday take cans of spray paint and mark Ground Under Repair. The club will pay for the paint. Motion carried.
Handicap Chairman: No Report. Handicap sheets will be delivered by Mrs. Service as handicaps are revised.
Greens Chairman: The greens are not looking good. Maintenance is falling behind.
Travel Team Chairman: The travel team is currently in second place, 2 points behind Pala Mesa.
Senior Chairman: Play continues on Monday mornings with 11 to 17 players.
Special Events and Social Chairman: No report.
Rules Chairman: The chairman addressed the Board regarding Abnormal Ground Condition (Rule 25-1). This is a response to concerns received about the condition of the course. Specifically, the 17th green has an area on it that is marked as GUR. If this area interferes with a player’s stance or area of intended swing or if the ball is in or touching the area, relief may be taken. The player must lift and drop the ball within one club length of the nearest point of relief which is no nearer the hole and not on the green.
Regarding fallen trees:
A fallen tree which is in the process of removal is defined as GUR even if not so marked because it fits with in the definition of GUR (material piled for removal). If the tree is still attached to its stump or roots, and/or not marked as GUR nor in the process of removal, free relief is not allowed. Free relief for tree stumps is not provided unless they are marked as GUR or are in the process of removal.
A player is granted free relief from animal holes, mounds or trenches whether of not it is marked. Relief is one club length of the nearest point of relief which is no nearer the hole.
New Business:
A concern was expressed regarding tee sheets, especially on Wednesdays. They appear to be constantly changing with several people making the changes. Some of this due to people signing up other people and by others just not showing up. The board would like to follow the lead of the Seniors. It is imperative that anyone who wishes to play, but is not on the tee sheet, notify the Tournament Chairman prior to Wednesday morning. Conversely anyone who is on the tee sheet, but cannot play, is also to notify the tournament chairman. The only person authorized to change a tee sheet on Monday or Wednesday morning is the Senior or Tournament chairman. This can be done via text message or e-mail.
There was also a brief discussion about being better “stewards” of the course. We should do our best not to deteriorate the condition of the course. Antonio also provided some insight into the challenges of course maintenance. The high cost of water being one issue and procurement of parts and chemicals also being a contributor. The next priorities on the course are repair and/or replacement of the restrooms.

March 21, 2018
The meeting was called to order by President Tom Class at 12:49 p.m. Members present were President Tom Class, Vice President and Tournament Chairman Bryan Cope, Secretary Mike Dyekman, Treasurer Will Nelson, Travel Team Captain Larry Thompson, SCGA Representative and Handicap Chairman Charles Service, Greens Chairman Jim Santospirito, Events Chairman Dave Webster and Rules Chairman Ken Smith
Reports:
Treasurer: The Treasurer presented the 2018 financial report as of February 28, 2018. Motion to accept the report by Charles Service; seconded by Larry Thompson. Motion carried.
Tournament Chairman: The Chairman requested suggestions for “games” to be used for the Wednesday play.
Handicap Chairman: The computer used for entering scores in the “club room” has been stolen. Jim Santospirito has donated another computer. Charles Service and Jim will set up the computer in the “club room” in the near future. Any members who have no means of posting their scores can give them to the Handicap Chairman and he will post them.
Greens Chairman: The green on #2 has been seeded with bent grass. The greens on #3, #7 and #12 are being repaired by taking grass from the back of the green to fill in. The green at #14 is being repaired by taking grass from the back of #17. The green specialist was used for the putting green and #2 green. The firm has not been retained to repair any additional greens.
Travel Team Chairman: The travel team is off to a good start with a record of 5 wins and 2 losses.
Senior Chairman: Not present, no report.
Special Events Chairman: The club currently has 42 members of which only approximately 30 are “playing members”. The next special event for the Men’s Club will be a luncheon following the Club Championship in May. The Senior Men’s Club will have a luncheon the 3rd Monday in April.
Rules Chairman: The chairman has confirmed with SCGA that the club can adopt a rule regarding who can play from the red tees. Motion by Bryan Cope, second by Mike Dyekman to confirm the rule established in December that members can only play from the red tees at Men’s Club events if they are 80 years of age or older and their handicap index exceeds 20.
The Chairman also provided a clarification of the “local rule” on holes #3 and #14. If the players shot goes into the “lateral hazard”, they must play their next shot from the drop zone, i.e. the player may not hit out of the hazard. Additionally, clarification was provided for the “local rule” on #6 and #7. It is up to the player to determine what stance to take to play the ball. If the decision is to hit the ball left-handed and this requires standing on the cart path, the player is granted relief from the cart path. If the player decides to hit the ball right-handed, there is not relief.
The use of winter rules will not longer be in effect April 4 or thereafter. The first tee time beginning April 4 will be 7:30 a.m.
The new SCGA rules have been finalized and go into effect January 1, 2019. A summary of the new rules can be found on the SCGA website.

The meeting was called to order by President Tom Class at 1:22 p.m.. Members present were President Tom Class, Vice President and Tournament Chairman Brian Copes, Secretary Mike Dyekman, Treasurer Will Nelson, Travel Team Captain Larry Thompson, SCGA Representative and Handicap Chairman Charles Service, Greens Chairman Jim Santospirito, Events Chairman Dave Webster, Senior Men’s President Bob Schulken.
Reports:
Handicap Chairman: No report.
Greens Chairman: The greens are not growing/improving. A recent discussion with the grounds keeper indicated nothing is happening, i.e. there is no plan of action.
Travel Team Chairman: The travel team has its first match versus Encinitas Ranch on Monday June 29. They could still use one or two more players. The proper attire for matches is black shorts or pants with the “team” shirt.
Senior Chairman: The seniors are playing “winter rules”. In the fairway the ball may be moved one club length, no closer to the hole; on the greens the ball may be moved 4 ½” no closer to the hole; and in bunkers the ball may be moved, but not cleaned, if in a foot print or “rake mark”. The seniors currently have 24 members. The “hole in one insurance” is $2.
Treasurer: The Treasurer presented the 2017 financial report and the 2018 Budget. Motion by Mike Dyekman, second by Dave Webster, motion carried. It was noted that the Senior Men’s Club funds are kept separate from the Men’s Club.
Special Events Chairman: The club currently has 42 members. The special events for the year will be a luncheon following the Club Championship in May and following the Turkey shoot in November.
Tournament Chairman: There was general discussion regarding game fees and payouts for winnings. Each game will be separated into two flights. The top 3 scorers, and ties, will be paid as the winners of their flight. The Tournament Chairman will attempt to follow the “Major” schedule as played in 2017.
New Business:
Use of red tees: Motion by Charles Service, second by Bob Schulken, to make the use of “red tees” available to those players over 80 years of age and with an index of 20 or greater. The Rules is to be place used for a trial period beginning January 29 through March 21. The Board of Directors will meet again on that date to review the effectiveness of the rule.
Tee times: The Men’s Club is currently using the “winter schedule” with the first tee time being 8:00 a.m. Beginning in April we will move to the “summer schedule” with the first tee time being 7:00 a.m.
There being no other business, Charles Service moved to adjourn the meeting, second by Dave Webster. Motion carried.

Our Travel Team Captain Larry Thompson reported on the Teams 2017 season. The team made the playoffs this year so the season was a success. Congratulations to Captain Thompson and all the team members for a great season.

Seniors Club President Bob Schulken reported on the starting times for Senior Club events for the upcoming year and the status of the Hole in One Fund for Seniors. Seniors Club membership dues will be $10.00 again for the coming year.

Special Event Chairman Dave Webster reports that the Annual Turkey Shoot will Tournament be the same day as our Men’s Club Luncheon. The Luncheon will be combined with the Senior Men’s Club Luncheon. The event will also serve as The Castle Creek Men’s Club General Membership Meeting. A motion was made, seconded and carried that the luncheon fee will be $5.00 and that the balance of the cost will be shared by the Men’s Club and the Senior Men’s Club.

A discussion was had about the rules for playing Red/White tees. The issue was tabled until the General Membership Meeting on 22 November. The Tournament Chair Greg Pollastrini has agreed to analyze the statistics to see if there is an advantage one way or the other when playing the red or white tees.

A Rules of Golf discussion on hazards was held. Rules Chairman Ken Smith provide the current Rules (attachment 2). A motion was made, seconded and carried to add a drop zone on Hole #3 similar to the drop zone on Hole 14. (Attachment 3)

Discussion was had about Men’s Club membership dues and SCGA annual dues. President Tom Class and SCGA Representative Service will ask the SCGA about procedure options. Treasurer Will Nelson estimates that individual expenses will increase due to the anticipated decrease in Men’s Club Membership. A motion was made, seconded, and carried to establish the Castle Creek Men’s Club dues at $40 for Calendar Year 2018.

A discussion was had about filling upcoming Club Officer vacancies. Tournament Chairman and Secretary positions need to be filled. Officers will solicit the membership for members willing to serve.

2. TAKE RELIEF UNDER 26-1 WHICH ALLOWS THE FOLLOWING FOR A BALL WHICH IS LOST IN THE WATER HAZARD, BUT A PLAYER MUST FIRST HAVE KNOWLEDGE OR BE VIRTUALLY CERTAIN THE BALL IS IN FACT IN THE HAZARD.
1. PROCEED UNDER STROKE AND DISTANCE (RULE 27).
2. DROP A BALL BEHIND THE POINT LAST CROSSED AND GO BACK AS FAR AS DESIRED KEEPING THAT POINT BETWEEN THE HOLE AND THE SPOT WHERE DROPPED.
3. IF A LATERAL WATER HAZARD THE FOLLOWING ADDITIONAL OPTIONS APPLY:
a. DROP A BALL WITHIN 2 CLUB LENGTHS FROM WHERE THE BALL LAST CROSSED
b. DROP A BALL WITHIN 2 CLUB LENGTHS ON THE OPPOSITE SIDE WHICH IS EQUAL DISTANCE.
4. USE THE DROP ZONE. THIS OPTION CAN BE AUTHORIZED BY THE LOCAL BOARD AND MAY BE ESTABLISHED AS THE ONLY OPTION OR AS AN ADDITIONAL OPTION TO 26-1.
5. PROVISIONAL BALL. THIS OPTION CAN BE AUTHORIZED BY THE LOCAL BOARD AND WOULD ALLOW FOR A PROVISIONAL BALL TO BE PLAYED UNDER ANY OF THE OPTIONS IN RULE 26-1. NOTICE – NEW LOCAL RULE IN EFFECT OCTOBER 9, 2017
The BOD has approved a new local rule establishing a DROPPING ZONE on hole #3. Under the new rule all Men’s Club members and guests MUST use the dropping zone for any ball hit into the water hazard fronting the tee. No other options for relief under USGA Rule 26-1 will be allowed. Failure to observe and follow the new rule will result in a two stroke penalty. Here is the wording for the new rule:
“If a ball is in or it is known or virtually certain that a ball that has not been found is in the water hazard fronting the tee on hole #3, the player MUST, drop a ball, under penalty of one stroke, in the dropping zone. Play of a ball in any other manner will result in an additional two stroke penalty.”
This newly approved local rule will go into effect on Monday October 9th. The dropping zone will be clearly marked with white lines and/or a sign, and will be located near the exit from the bridge. Any ball subsequently played from the dropping zone back into the lateral water hazard, will continue to be played under USGA rule 26-1.

The Financial Report (attachment 1) was presented by Treasurer Will Nelson. Treasurer Will Nelson introduced the idea of an increase in annual dues. Members will pay their SCGA Membership dues directly to the SCGA this coming year and into the future. The question is how this will affect our membership since we have some members that are inactive for the most part. Question and issue was tabled until our next meeting in September when we have a clearer idea of how SCGA will handle our membership and to inform members of an impending increase in our Castle Creek Men’s Club Annual dues. A motion was made, seconded and carried to accept the Financial Report.

Tournament Chairman Greg Pallastrini stated he will commence signups the week of July 12th for our Annual Match Play Tournament. $20 will be the fee.

Larry Thompson introduced the way some other clubs are handling poor conditions in bunkers. Players when landing in a bunker are allowed to pick up their ball, rake the area where his ball came to rest to smooth out the bunker surface, remove rocks, and then replace the ball. This is to allow a playable surface out of which to hit. A motion was made and seconded to adopt a similar rule for Castle Creek Men’s Club. The motion did not pass.

Larry Thompson made a motion establish a drop zone on Hole #14 for a uniform place at the Green Tee area to be used as a drop zone for those who hit into the hazard running diagonally across the fairway along the creek bed. Ken Smith provided the wording for the rule as follows:
The USGA recommends that a local rule establishing a Dropping Zone be an additional option to Rule 26-1 Water Hazards, but they allow for a local committee to adopt a local rule that REQUIRES the dropping zone be used in all circumstances.
I think since the relief provisions under 26-1 are already multiple and adding one more option would just be more confusing, we should probably adopt the following recommended wording for our local rule:
"If a ball is in or it is known or virtually certain that a ball that has not been found is in the diagonal water hazard along the creek bed on hole #14, the player MUST, drop a ball, under penalty of one stroke, in the dropping zone."
If a player drops his ball under this local rule (using the dropping zone) and then hits his third shot in the lateral water hazard again, he would then follow rule 26-1 for that subsequent shot.
If there are no objections, I will put a notice and sample on our bulletin board, the desk, the entry door and inform our members of the new local rule and the date it will become operative.
Note that the wording of the proposed new local rule requires the player to take a drop in the dropping zone - he MUST follow that procedure or be assessed an additional two stroke penalty.
The motion carried.

Handicap Chairman Charles Service brought up problems with the way members post their scores. After a discussion a motion was made and seconded to require all members to post all rounds immediately upon completion of the round on the computer in the Men’s Club Room and not post from home or their Smart Phones. The motion passed. A second motion was made by Handicap Chairman Charles Service to allow him to post penalty scores in accordance with the USGA Handicap System Handbook. The motion passed and is effective as of this date. .

President Tom Class stated that all changes or additions to our local rules or bylaws will be included in the next edition of our Castle Creek Men’s Club Handbook.

A motion was made and seconded to allow women to play in Men’s Club events. Due to the complexity of different handicap rules for men and women and the idea that our Women do not contribute to the treasury where some prize money is derived we will allow women to compete for “Closest to the Pin” money only. The motion carried.
