For any decision requiring a board vote,all members of the board present,excluding the President,will vote in the chance of a tie, the President will vote in the event of a tie.
A majority of the board of directors shall constitute a quorum and a majority of those present shall govern.
Anyone shall be entitled to make motions at general or emergency meetings.
A Board should consist of at least-President ,Vice President, Secretary, Player Agent, and Treasurer.Other positins consist of, but not limited to... Equipment Manager, Safety Officer, Head of Concession, Coach Cordinator and fundraising.
Team rosters will be finalized 1 month prior to the start of season due to uniform ordering purposes.
The board of directors will set the number of players on each team. (this will be done to ensure that every player will have a chance to play ball.)
Only members of the board of directors may be present during the Manager/Coach selection process.
Equipment
General Operational Rules
Each sponsor will be given a team picture, schedule and an invitation to the league picnic.
No team will be permitted to hold scrimmages , practices, or play games with teams not in the GSV League unless authorized by the Board of Directors and the Little League Headquarters (for insurance purposes)
The local League shall comply with the Sunshine Act in regards to financial records(this must be done under the supervision of the League Treasurer and the original books shall not leave the possession of the league) and the League meeting notes.
The regular season shall start on or about the 2nd full week of April. The regular season shall end approximately 1 week prior to June 15th due to JSGSV conducting All Star Tryouts. All star tryouts cannot be conducted before June 15th.
Concession
No one under the age of 15 is permitted to work in the concession stand. No one under the age of 18 is permitted to work the hot foods area.
General Play/Player Rules
The rules of Little League govern for all divisions of play within GSV League. These League Rules are to supplement Little Leageu Rules. If any conflict between rules occurs, Little League Rules shall govern.
All divisions shall play a schedule of games as approved by the GSV Board of Directors. The rescheduling of cancelled games shall be under the direction of the team managers.
All players/participants have value. No player or team shall be diminished or held in less regard than any other player on the team.
Although Sunday practices and games are discouraged, they are permitted. However, since they are not mandatory, no player shall be penalized or replaced at a postion as a result of missing or not attending a Sunday practice or game.
Any player that quits or is released for disciplinary reasons during the season must turn in all league equipment and forfeits all eligbility for awards and trophies.
All players on the teams will have playing time according to their level of play.
Minor A boys will adhere to the 10-run rule after 4 complete innings.
Only one manager and two coaches are to be in the dugout during games. Other volunteers may help outside the dugout during the games and on the field during practices as approved by the team manager. The Board must approve these volunteers and each must have appropriate background checks as required by the Board of Directors.
All players who are eligible to move up to the Major division must try out. (ages 9-12) this is necessary to facilitate age similar competition and safety. A request maybe made by a parent or legal guardian that a player stays in the minor division because of health or other reasons. This request will be voted on by the Board of Directors.
First year players ages 4-6 should play T-Ball unless skills assessment redicts otherwise. T-ball teams will consist of 6-8 players.
T-Ball will be 4 innings or 1-11/2 hour in length.
The T-ball coach will throw 3 over hand or under hand pitches before the batting "T" is put in place for the batter to hit the ball into play. The Catcher will stand to one side during the coach pitch to ensure safety.
Rules for Umpires
The plate umpire, the Umpire in Chief, is in charge of the field as soon as the home team takes the field.
Umpires will not permit anyone from the opposing team to yell the pitcher's name or "swing" to the batter.
Prior to the game, umpires will give the managers a warning that the player intentionally throwing equipment, such as bats and /or helmets will be ejected from the game.
Umpires will be a minimum of 16 years of age and shall have sutable experience.
Managers and coaches shall be responsible for scheduling umpires for each home game. T-Ball games do not require umpires.
Umpires who are unpaid(volunteers) must hae a Little League volunteer application on file.
UMPIRES REQUESTING PAYMENT FOR THEIR SERVICES FOR A GAME MUST GO TO THE CONCESSION STAND. THE MANAGER OF THE HOME TEAM MUST PAY THE UMPIRE. THE UMPIRE AND MANAGER MUST SIGN THE PAPER STATING HE/SHE WAS PAID.
Player Draft
Make up sessions will be rescheduled as needed.
All 12 year olds (League age) must be drafted to a major division team provided the teams have not reached their maximum number of 12 year old players. Unless the Player Agent determines that the player for safety reasons should participate in the minor division.
All league-age players who are 10-12 not already the property of a major league team must try-out for Major Division ball. 9 year olds are eligible for tryouts and must tryout if the want to be considered for season tournament /all star play.
The team with the lowest total winning percentage will have the first overall draft pick. In the event this number is equal , the team with the lowest league winning percentage will have the first overall draft pick. In the event a tie still exists a coin will be tossed.
If, after sign-ups, there are enough players within a division, every effort will be made to have a new team added.
Every effort will be made to maintain age balance among the teams in the Minor/T-ball division. Minor league ages are 7-12.
The assignment of players for the various Minor/T-ball teams shall be coperative among managers, coaches and the player agent.
Adding or deleting a team within a division. Additions and/or deletions will be handled in accordance within the Little League Operating Manual. The Board will determine which option to follow for expansion.
Player Discipline
The Board of Directors shall, in the case of a player member , give notice to the manager of the team for which the player is a member. The said manager shall appear, in the capacity of an advisor, with the player , before the board of directors or a dully appointed committee of the board of directors. The player's parents or legal guardians may also be present. The Board of Directors shall have full power to suspend or revoke the player's right to future participation by majority vote of those in attendance at the duly constituted meeting.
If a player is removed for a game prior to starting or during the game due to discipline reasons, he/she cannot be re-entered into the game.
The discipline measure disposed on the player is only in effect for that day/game. If the game is replayed for whatever reason (unless the postponement is a direct result of an action by the disciplined player), the player may play.
Coaches/Managers may discipline players in a manner that is consistent with the intent of Little League Baseball.
Physical punishment of any type to include corporal, excessive physical exertion or depravity is unacceptable.
Any player who abuses League equipment or facilities will be ejected from the game. Flagrant violators will be brought before the Board of Directors for disciplinary action.
