A letter of intent and/or Little League application must be submitted to the President by each manager or coach candidate for regular season play and fall-ball.
Managers and coaches of all teams shall be annually appointed by the President and approved by the Board of Directors. No managers or coach has tenure, regardless of years of service. In the event that two or more persons are trying for the same manager position, the board shall conduct an interview guide lined by JSGSV recommendations. Criteria such as education, training, experience, meeting attendance and coaching philosophy will be considered in the selection.
There will be scheduling of fields for practice. All managers and the coach cordinator shall meeet prior to the start of the season to complete a practice schedule for the upcoming season.
All teams shall have equal field use.
All Managers will be required to perform field maintenance. This includes baselines, repairing infields, pitcher's mounds and batter's boxes. All field maintenace shall be performed under the direction of the manager of field maintenace for the particular field complex or an attending manager or coach. No one under the age of 18 shall be permitted to operate any type of power equipment.Check the entire playing area for any safety hazards.
Manager will be responsible for supplying the team sponsor with a team schedule.
Managers and coaches shall not leave any player unattended at any team function. This includes remaining with players until a parent or other responsible party has picked them up. Parents are responsible for their child left at a practice or game prior to the coach or manager being present. The League will not accept responsibility for the child.
Managers should attend regulary scheduled board meetings during the season( March-June)or send a coach as a team representative.
The Little League Manager and coach must be leaders. All must recognize that they hold a position of trust and responsibility in a program that deals with a sensitive and formative period of a child's development. Honest, integrity and good sportsmanship shall be demonstrated at all times. Any manager or coach violating this premise shall face board disciplinary action, which may include dismissal from coaching responsibilities.
Major Boys- Regular Season Play..
A.Every Effort shall be made by the managers involved to make up any needed games within the scheduled week. The home team manager has the obligation to provide the visiting team manager with more than one alternative dates. This should be done the night the game is called. If controvery exists, the JS GSV LL player agent shall be notifield and will make the final decision regarding the make up game scheduling. Ideally, it should be done within the same week. IF the game is not made up, the Player Agent shall notify the parties of th applicable penalties. The refusing team will be given a loss, and the other team a win. This will still allow both teams to be eligible for the league championship.
B Any field may be utilizes for the purpose of making up a game.
C. Pitching Records- Pitching records must be kept with the players age also marked in the book with the signature of the umpire to be shown before the next game.
Minor A and Major boys...
The manager will inform the opposing team the age of the starting pitcher.
The Manager will give the opposing team a lineup sheet showing all team present with all uniform #'s listed and in their current batting order.
The manager will show pitcher eligibility form to the opposing team.
The manager is responsible to have the Umpire sign the scorebook at the end of Every Game.
Managers will inspect all equipment.
Managers are responsible for their keys and equipment.
Managers are responsible for turning in their equipment to the Equipment Manager at the conclusion of the season.
The only Person able to warm up a pitcher is another player in full catcher's gear.
Managers are responsible for raking the infield after every game and practice.
If a manager or coach does not meet the requirements of managing his team, the Board of Directors (excluding any member in question), by a majority vote of those present at any duly constituted board meeting,shall have the authority to discipline, suspend or terminate. When
the conduct of such person is considered detrimental to the best interest of the local league and/or Little League Baseball, INC., the member involved shall be notified immediately. The accused party shall be notified as to the time of such a meeting, informed of the general nature of charges and given an opportunity to appear at the meeting to answer such charges. The person in question will be given the right to provide evidence or call for testimony on their behalf. If a manage is removed of his/her coaching responsibilities one of the coaches will assume the manager's duties with board approval.
Releasing and Replacing Players
To release a player for any reason, the manager must submit the request in writing to the player agent, who in turn will confer with the player's parents and Board of Directors. If approved by the Board of Directors, the Player Agent will notify the player in writing and the manager is free to select a replacement player through the plyer agent. Prior to the draft, if a player has decided not to play, the Player Agent must notify him in writing of his release and the consequences there of.
The manager must select replacements from the list of eligible players within 10 days. Any player who is released in any given season and still eligibility in that same league the following season will go into the common draft for the next year. The player will forfeit his/her eligbility for the remainder of the season.
All- Star Tournament Eligbility
All players of suitabel league age will be eligible for all-star/tournament play. Division candidates must be league age as specified by Official Little League Tournament Rules.
If the all-star/tournament manager will not permit practice or game absence, he may exclud players with attendance conflicts from the list of eligible candidates.
To be eligible for all-star, players must have played 50% of scheduled games.
Once a player is selected and refuses to move to that division, the player is no longer eligible and may forfeit his/her eligibility for post-season or tournament play.
Financial Policy
The Board of Directors shall decide all maters pertaining to the finances of and for the local league. It shall be permanent policy to place all income in a common league treasury. It shall be said that no team or individual will have any advantage over the others as to expenditures such as equipment, etc.
Under no circumstances will the name and good will of the local league be used to raise funds, unless the proceeds are deposited into the local league treasury. Should any attempts be made by any group or groups to do otherwise, the Board of Directors shall publish statements denying the local league's support of such a movement.
The Board shall not permit the disbursement of local league funds for other than the conduct of Little League activities in accordance with the rules and policies of Little Lelatue Baseball, Inc.
No director, officer or member of the local league shall receive , directly or indirectly, collect a salary or compensation for the local league for services rendered as director.
The fiscal year of the local league shall begin the 1st day of October and end the 30th day of September. In accordance with Little League policy, the local league will comply with fedreal financial reporting regulations.
