Minor League Division Rules

Preamble
The mission of Enfield Girls Softball Association (EGSA) is to provide a positive and safe environment for girls to participate in friendly competition, develop athletic skills and build self-esteem while learning to play the game of fast-pitch softball. EGSA is dedicated to the principles of teamwork, sportsmanship and leadership. EGSA board members, coaches, players and parents will strive to live by these principles both on and off the field.

The EGSA Minor League Division is dedicated in providing a safe and competitive environment for players, ages 9-10, to learn and enjoy the game of fast-pitch softball. The Minor League Division is focused on player development - winning will not be placed above good sportsmanship (respecting rules, opponents, officials, teammates, parents, and one’s self). Dedicated coaches and volunteers will facilitate our athletes’ growth through step-wise development of softball skills in preparation to play in the Major League Division.

League Rules
EGSA adheres to the rules specified in the 2017 Little League Softball Rulebook. EGSA rule addendums for Minor League Division games (Minor League Rules) supersede Little League softball rules. Minor League Rules are intended to create a better game experience for the athletes. Coaches should not use Minor League Rules to seek a competitive advantage over an opponent.

Coaches should verify Minor League Rules along with any additional ground rules before each game. If there are any discrepancies when playing a non-EGSA opponent, then home field league rules apply.

An umpire will be provided for each game. Home Team league (i.e. EGSA, Somers, etc) is responsible for scheduling and paying the umpire.

Both Home Team and Visitor Team will provide 1 new 'Little League Approved' 11-inch fast pitch ball.

Traveling team will have use of the field 15 minutes prior to game.

Pitching and defensive regulations adhere to the rules specified in the 2017 Little League Softball Rulebook. The following Minor League Rules regarding pitching and defense are intended to create a better game experience for the athletes.

Pitching Plate shall be positioned is 35 feet from Home Plate. This distance should be confirmed prior to each game. All pitches thrown by a Player Pitcher are considered 'live' until the Player Pitcher returns, with possession to the ball, to the Pitching Circle.

Maximum Walk Rule: Each Player Pitcher is allowed a max of 2 walks per inning.
NOTE: Hit-By-Pitch (HBP) is not considered a walk. HBP does not count towards Maximum Walk Rule.

Coach Pitch Rule: If a Batter receives Ball 4 after the Maximum Run Rule occurs, then Coach Pitcher will pitch for the remainder of the At Bat. The Batter will retain the Pitch Count. The Batter may strikeout during Coach Pitch Rule. The Batter may not walk during Coach Pitch Rule.

A team will field 9 defensive players. When Coach Pitch Rule is in effect, the Player Pitcher must take a defensive position within the Pitching Circle.

Catchers are encouraged to throw the ball during a Passed Ball or Stolen Base Attempt. Base Runners are not allowed to advance bases on throws by the catcher during a Passed Ball or Stolen Base Attempt. Likewise, fielders are encouraged to tag the runner during a Passed Ball or Stolen Base Attempt – including when the Base Runner is safely on a base.

Overthrows from fielders are governed by Little League rules. Base Runners will be awarded 2 bases, from last occupied base at time of release, on an overthrow that goes out-of-play. Overthrows that remain in play are considered live until the Player Pitcher returns, with possession to the ball, to the Pitching Circle.

Player Substitutions may return at any time and at any fielding position during the game.

Batting and base running regulations adhere to the rules specified in the 2017 Little League Softball Rulebook. The following Minors Rules regarding batting and base running are intended to create a better game experience for the athletes.

All uniformed players on a team will bat in a continuous Batting Order. All Batters must wear safety equipment. Batters are allowed to Bunt pitches thrown by a Player Pitcher. Batters are not allowed to Bunt pitches thrown by a Coach Pitcher.

Batter is awarded First Base when Walked by Player Pitcher. Batter-Runner may not advance to Second Base when Walked by Player Pitcher.

Batter may not become a Batter-Runner on a dropped 3rd strike. Batter-Runner may not advance to First Base on a dropped 3rd strike.

Base Runners (including Batter-Runner) may take an unlimited number the bases during a Hit. Base Runners (including Batter-Runner) are encouraged to slide. It is the discretion of the umpire to issue warnings or call a Base Runner out if an attempt to slide is not made and interference occurs.

Base Runners must maintain contact with the base until the pitched ball crosses Home Plate. Base Runners may advance bases during a play that is pitched by a Player Pitcher either via Passed Ball or Stolen Base Attempt. Each team may have a maximum of 2 successful Stolen Base Attempts per inning. Base Runners may not advance on overthrows from the catcher during a Passed Ball or Stolen Base Attempt. Each team may score a maximum of 2 runs via Passed Ball per inning.

Player Substitutions may return to the Batting Order at any time but must maintain their original position in the Batting Order.

Each team may score a maximum of 4 runs per inning. If a play occurs, which exceeds the 4 run maximum, then the play should be completed but the additional runs do not count. Each team may score an unlimited number of runs in the final inning.

If a team is leading by 10 or more runs after 4 innings of play, then the game will be halted and the team awarded the Win.
