| I think the league should review the trend of pitchers who stop their pitching motion right before a pitch only to restart it immediately after the hesitation. This really throws the timing of the batter off who has already started their stride. I'd like to see a 'no pitch' as opposed to a balk.
Just a thought.

| I like that for Minors and agree that it should be considered. Is there a rule committee and if so, how often are rules reviewed?

| The next board meeting probably won't be until after this season is over.

| Hi Guys,
The Little League Rule book is clear, that in the case of a motion that stops as you are describing, the umpire should call "illegal pitch". Ball is dead, and the penalty is a "ball" is called. Because there is no leading off in LL, there are no balks called. This rule applies to Minors (player pitch), and Majors levels.
