  • Introduction
    This section of the website will provide you with a variety of information related to the Eastern Ontario Umpire Association.

    The first set of documents will provide you with some basic information about our umpire association and our governing bodies Softball Ontario and Softball Canada. You will see that we developed a handbook that provides each member with information about the association and how our association is administered.

    The remainder of this page is dedicated to the various leagues that we officiate. You will find valuable information specific to each of the leagues such as their respective rules. Please be advised that the rules are a guideline (and may be out-of-date) it is therefore important to review league specific variances of the basic rules at the pre-game meeting.

    NOTE: Rules Update for 2015...Many of the leagues are still working on their websites and rules files for the upcoming season's. We will update as we receive their information. In the meantime check website notifications for rule changes.

    Our association utilizes the benefits of ArbiterSports software for assigning games and storing data specific to members of the EOUA. If you are an active member of the EOUA please refer to our instance of the ArbiterSports website for additional information.

    Committees and Mandates

    Committees of the Association shall be established at the discretion of the EOUA Board of Directors (BoD) and will consist of at least one EOUA Board member to act as a liaison between the BoD and the Committee. The EOUA BoD shall set their mandate (Terms of Reference) and duration.

    A Committee may also be established by the membership, by a majority vote, at any meeting of the Association.

    Established committees must elect a Chair and report, through the Chair, to the Board and/or the Membership. Currently the EOUA has five standing committees: Respect My Game Committee, Elections (Nominations) Committee, Mentorship Committee, Social Committee and Webmaster Committee

    As committees are formed, either for a specific period of time or for the duration of the softball season each committee, in collaboration with the EOUA BoD must document the following: Committee Name, Champion (Chair), Composition (Members) and Mandate.

    All activities undertaken by a committee must be approved by the EOUA BoD prior to initiation.

  • League Rules
    The league rules are listed in Alphabetical Order. Some of the rules will ''''pop-up'''' as an attachment whereas other rules will be redirected to the league''s website.

    NOTE: The first two files are a SUMMARY of all the leagues in a CONDENSED format. Even though we make an effort to maintain these files please keep in mind that this information is as accurate as the date of issue (which may be a from the previous year). With that in mind if you identify a need for change PLEASE ADVISE the League UIC who in turn will notify the Web Committee. THANK YOU !!

  • BMFL - RULES
    The rules are available on the BMFL website under the "Constitution" tab.

    In terms of new rules for the season:

    Until the June meeting, the BMFL will try out the idea of limiting pitchers to 4 innings maximum per game. Teams will declare before the game how many pitchers they have. If a team only declares 1 pitcher, the opposing team can choose to only use 1 pitcher.

    The 2 out catcher rule will not be mandatory in the playoffs.

    Article10

    C. The Softball Canada "mercy" rule shall be used in the event of a "blowout".

    Recommended change

    C. The" mercy rule" will be in effective after 4 1/2, 5, 5 1/2, 6 complete innings of play if there is a difference of 10 or more runs.

    Article 26, Para 3

    Addition

    Replacement runner for catcher with two outs in the inning. Replacement runner is the last person in the batting order who is not on base at the time of use.

    Exception would be if the next available runner was one of the injured runners.

    This also applies to the pinch runner for an injured player.

    As of 2015 all Pitchers must wear a protective mask.

    New rules for 2015:
    1.Double earflap helmet must be worn.
    2.Stealing: Runners can leave the base upon the pitcher releasing the ball.
    3.Pitcher must wear face mask.
    4.Mercy rule: 10 runs after 5 innings.

    METRO LEAGUE
    The following summarizes the league rule changes for this year...2015

    - Players: 8 rostered team players to start, 2 spares allowed - unless agreed otherwise by the team captains at the game.
    - Warmup pitches: the usual 5 + 3 (5 at start of game or new pitcher; 3 at start of each inning or for a returning pitcher)
    - No infield warmup after the first inning
    - Mercy: 9 after 5 during regular season, 15 after 5 in playoffs. No mercy for the final/last championship game (only).
    - Ties: Possible in regular season and playoff games, excepting only the final championship game
    - Grace: 10 minutes from scheduled start of game. Teams have the option of agreeing to extend the grace time. All grace time counts towards game time.
    - Time limit: No new inning to start 10 minutes before the scheduled start of the next game but with a maximum 5 minute “overtime”, delaying next game a maximum of 5 minutes. Applies to all games except the final championship game. Note that the league may change to 15 minutes depending upon how 10 minutes work out.
    - Early start (request): Allowed for games 2 & 3. Teams are being requested (but not required) to be ready to start playing X minutes early so that games can start early if the previous game ends early.

    Rules Update for 2015...Many of the leagues are still working on their websites and rules files for the upcoming season's.

    The main rule changes or clarifications are as follows:

    1) ONE anticipation step will now be allowed.

    2) A mercy rule of 20 runs after 4 innings is now in effect.

    3) The home run rule remains match +2 for you gentlemen.

    4) Time limit...1 hour 15 minutes 75 minutes
