13u Born on or after May 1, 2004 

 
12u Born on or after May 1, 2005

 
 11u Born on or after May 1, 2006

  
10u Born on or after May 1, 2007

  
 9u Born on or after May 1, 2008

   8U Born on or after May 1, 2009 

 

The age of the player is determined by their age on May 1st, 2018.


Coach, Player & Fan Sportsmanship

Code of Conduct

We expect EVERYONE who plays in our leagues and tournament’s to handle themselves in a manner that displays good sportsmanship and sets a good example for every ball player and participating team. We will not tolerate coaches, players or fans acting out or displaying what we consider unsportsmanlike conduct. If any Coach or Player gets ejected from a game it is an automatic 1 game suspension. This suspension must be served for that said teams next game. It is our responsibility to our teams to maintain a fun and positive baseball experience. Coaches: it is your responsibility to inform your players and fans of our policy. 

In the interest of maintaining a quality event, the league committee reserves the right to eject any person from the site for unruly or unsportsmanlike behavior.

Coaches, please remind your players to respect the upkeep and beauty of the baseball fields and facilities that we use. Please at the end of each game clear the dugout of any trash. 

 

We cannot risk the loss of permits because a field was left a mess. 


 INSURANCE

Each team is required to have proof of insurance with them at all times. Proof must also be provided to East Coast prior to the start of league play. The insurance certificate must have "East Coast Tournaments" listed as additional insured.

WAIVER FORMS

Waiver forms must be signed by player and parent and sent in to us prior to the start of tournament or team will not be able to participate in tournament and no refund will be given   

 

 


Game Times

The start and end of games will be determined by the following procedure.  

Start of Game 

A coin flip determines Home and Visitors for all Games. A team may start a game with 8 players and add the remaining players at any time with no penalty but must be added to the bottom of the order. In the playoffs higher seed is the home team

 

 

End of Game 

 

Games may end in a TIE after the time limit is reached.  However, all single elimination games, including the Championship game, must have a winner.  

 



Time Limit

All games (except championship games)will be played with a strict one hour and 50 minute time limit. There is extra innings if under the time limit. No new inning can start after 1 hour and 50 minutes. For the purpose of determining if a new inning may start, the time is determined at the time of the last out in the bottom of the inning. Time will be kept by the umpires. The time will start immediately after the conclusion of the pregame meeting. If the home team is winning as time expires the batter will finish his at-bat and then the game will immediately be over.

Official Game

Games called due to weather by the umpire or the site director will be considered complete after 3 innings of play for all age groups during regular season games. In all playoff and championship games that rule gets waived. If weather or any factor comes into play in a playoff or championship game that game will be suspended and finished as early as the next day. Time limit is still in effect for suspended games.

Reporting Scores

The winning team must input their score of the game within 24 hours of completion

 


Mercy Rule 

Regardless of age, fifteen (15) runs after three innings, ten (10) runs after four innings and eight (8) runs after five innings. Home team does not bat if ahead by Mercy. 

In a 9 inning game it is 15 runs after 5 innings, 10 runs after 6 inning and 8 runs after 7 innings.  


Official Roster

Roster must be inputted on the website before start of season. Max roster size is 18 players. Players can be added to the roster throughout regular season play up to a pre- determined time which will be announced by the commissioner . If at that time a roster is still not inputted on website that team will be declared ineligible for the playoffs.  A player can be on the roster for two different age groups as well as the same age group but not in the same division. If a player is rostered on two different teams in the same division that said player will become ineligible to play in the regular season as well as playoffs. East Coast will enforce all rules to protect the integrity of the league

UNIFORMS

Teams are to be in full uniform once they are on the field. All players must have a uniform number.

 

 


UMPIRES

All games that are played in the East Coast leagues will have two umpires for 11u-17u scheduled for each game. 8u-10u will have one umpire scheduled for each game. Please note that all championship games in every age group will have two umpires.

Protests 

No protest will be allowed for judgment calls. Protests will be allowed for rules only and must be done before restart of play


Determining Starting Line-up 

We want to let the Coach play as many players as he/she wants. The only information needed regarding a "Starting Lineup" is the number of batters. We do not care who plays in the field. Please include last names in your scorebook when exchanging lineups

Offensive 

Team may bat 9 players, the entire lineup, or in-between.  Once the number of batters is determined, it must remain for the entire game.  An injury or ejection will result in an automatic out if a substitute is not available.  A substitute is anyone not placed in the batting order.  Once a substitution bats or runs for a player, the sub and the original starter are locked into that batting position and either one may bat or run in that position ONLY.  

 

 

 

Defensive 

Any player on the roster may play in any defensive position at any time, regardless of being in the batting order.  For example - A team may have 18 players: Bat 9 of them and play the other 9 in the field. No one player in a game can assume more than one offensive position. 


Pitching Restrictions 

There are no pitching restrictions; pitching is coach's discretion. 

 

Trips to the mound: 

8u-12u the 2nd trip to the mound in the same inning with the same pitcher will result in the removal of that said pitcher. Once a pitcher has been removed from the mound, he may re-enter only once and pitch after one batter has completed his time at bat or a play has been completed and the pitcher stayed on the field as a position player.

 


Balks 

11u and 12u is one warning per pitcher

Slash Bunting 

 WILL NOT BE ALLOWED IN ANY AGE GROUP.  IF A PLAYER ATTEMPTS TO SLASH BUNT HE WILL BE CALLED OUT BY THE UMPIRE.  IF A PLAYER ATTEMPTS TO SLASH A SECOND TIME THE PLAYER SHALL BE EJECTED FROM THE GAME.  NO EXCEPTIONS.

 


Cleat Restrictions 

8U -12U divisions: Rubber Cleats only or turf shoes


Designated Hitter 

NONE. Offensive rule takes care of Designated Hitter. 


Courtesy Runner 

Pitcher and catcher at any time. Runner must be last batted out.


Avoid Contact Rule 

A player may not intentionally run over anyone at any time or place on the field. (Umpire's discretion.) 


Head First Slide 

Not permitted except back to a base


Intentional Walk

Pitches do NOT need to be thrown for an intentional walk.

Infield Fly Rule

There will be NO infield fly rule for 8u-10u. Infield fly is in effect for 11u & 12u

Catcher Dropped 3rd Strike

 Does not apply for 8u-10u, the batter is automatically out. 11u & 12u regular baseball rules apply

 


INCLEMENT WEATHER 

If rain comes into play, we will do everything we can do to stay close to the original game schedule.  All rain out games will be made up at some point during the season. 

If your game gets rained out you will have 7 days to get a makeup date on the schedule. If after 7 days that is not done the league will place the game on the schedule. If for any reason you can’t play that game on that date it will result in a forfeit

GAME CANCELLATIONS

 All Games that are cancelled by the manager must be cancelled 24 hours prior to start time of game or the cancelling team will receive a forfeit and will be charged the umpire fee's and fee that was paid for the field for that said game

Seeding and Playoffs

 

For our 16 Game Summer League you must play a minimum of 12 games to qualify for playoffs. In our 10 Game Fall league you must play a minimum of 8 games to qualify for playoffs. 

The following system will be used for advancing and seeding into playoffs. 

 

 

1) Points (3 points for a win, 2 points for a tie and 1 point for a loss)

2) Head to Head: If two teams are tied - Head to Head winner 

If three teams are tied – If one team has defeated both other teams, that team advances.

8u Modified Rules

5 run rule per inning per team, 6th inning will be unlimited runs.

3 steal attempts per inning

No stealing of home

A player cannot advance to any base on any overthrow on an attempted steal of any base. A player may only be entitled to home on a continuous play on a batted ball

No continuation of a walk

10 players in the field (4 outfielders)

If a pitcher hits 3 batters he must be removed from game
