Cheer By Laws

The name of this organization shall be Mustang Youth Cheer (MYC).  Mustang Youth Cheer shall support, encourage, and advance youth cheer in the Mustang community, thereby teaching the fundamentals of sideline cheer, promoting good sportsmanship and teamwork, cultivating community pride, and developing character.

ARTICLE 1:  OBJECTIVE for MUSTANG YOUTH CHEER

Section 1:  The objective of Mustang Youth Cheer shall be the following:

a)     To build healthy bodies and minds.

b)    To develop skill and proficiency in cheer and related activities.

c)     To teach concepts of teamwork, sportsmanship, loyalty, honesty, pride and integrity.

d)    To stimulate community interest in youth cheer.

e)     To have fun in a safe environment.

f)     To do all of these things with the welfare of the youngsters first and foremost, without adult ambition for personal glory.

ARTICLE 2:  MUSTANG YOUTH CHEER MEMBERSHIP

Section 1:  In addition to the following guidelines, any person sincerely interested in active participation to affect the objective of Mustang Youth Cheer and currently in good standing may be a member.

a)   Any child between the ages of 4 and 12 attending Mustang Public Schools or living in the surrounding area.

b)   Any adult living around the Mustang area that is interested in furthering the objectives of Mustang Cheer.

Section 2:  There shall be the following two classes of members: 

a)     Cheer Member:  Any youth meeting the requirements of Mustang Youth Cheer, and residing near Mustang shall be eligible for participation.

b)    Parent Member:  Any adult who is the parent and/or legal guardian of a Cheerleader that is interested in furthering the objectives of Mustang Cheer may become a parent member.  

 

Section 3:  Suspension or Termination:

a)     Membership may be terminated by resignation or by the action of the Mustang Youth Cheer Board at the duly constituted meeting. The Mustang Youth Cheer Board shall have the authority to Discipline, Suspend, or Terminate the membership of any member when the conduct of such person is considered detrimental to the best interest of the cheerleaders and Mustang Youth Cheer.  

1.)   A member may also be placed on Probation for a specified period of time in lieu of suspension. 

2.)   If at the end of that probation period, the member has remained in good standing with the Mustang Cheer, their probation will automatically end and they will return to full membership status.

3.)   If at any time during that probation period, the member violates the Mustang Youth Cheer by-laws or acts in a manner considered detrimental to the best interest of the cheerleaders and/or the Mustang Cheer, the member will be suspended for the remainder of their probation period OR the remainder of the season.  Further action may be considered.

 

b)    If membership is possibly being terminated, the member involved must be notified of such meeting, informed of the general nature of the charges and bylaw(s) violated, and given an opportunity to answer such charges.  A minimum of forty-eight hours notice shall be given to all concerned parties.  If the concerned parties do not attend the meeting, it will still be held. A vote will take place and membership may still be terminated.

 

c)     In the case of a cheer member, the Board shall give notice to the parent and/or guardian, and the head coach of the team in which he/she is a member. An adult (twenty-one years of age or older) shall appear in the capacity as the advisor with the player before the Mustang Youth Cheer Board. A minimum of forty-eight hours notice shall be given to all concerned parties. If the concerned parties do not attend the meeting, it will still be held. A vote will take place and membership may still be terminated.

 

ARTICLE 3:  MUSTANG YOUTH CHEER GOVERNMENT

 

Section 1:  The governing body of mustang cheer shall be the Mustang Youth Cheer Board containing a President, Vice-President, Cheer Coordinator 1 and Cheer Coordinator 2.

 

Section 2:  The President shall have the power to appoint such standing and special committees as he/she determines, and delegate such power to them.

 

Section 3: The Mustang Youth Cheer Board may adopt such rules and regulations for the management of the Mustang Cheer, as it deems proper.

 

ARTICLE 4: DUTIES OF OFFICERS AND MEMBERS of MUSTANG YOUTH CHEER

Section 1:  The Mustang Youth Football Association board shall work with the Mustang Youth Cheer board and appoint all coaches and officials.

Section 2: Team Coaches - The Coach/Assistant Coach shall have control over all activities for their team. All Coaches must pass a Federal Background Check performed by the C.O.F.L.  The Coach is responsible for using proper drills and methods to physically condition and develop skills. The Coach shall attend all cheer coach Clinics and/or Camps required by Mustang Youth Cheer.  The Coach shall report all complaints, problems, or issues to the Cheer Coordinators.  The Coach shall respond in a timely manner to any question or inquiry by the Mustang Youth Cheer Board. The Coach is responsible for the safe and effective operation of mustang cheer.

Section 3:  Cheer ClinicHigh school and middle school cheerleaders will provide a cheer clinic, teaching skills, chants, and routines during the clinic in mid-July. 

Section 4:  All Mustang Bronco cheer teams shall be organized by grade unless an exception is approved by the cheer board.  Any roster changes must be approved by the Mustang Youth Cheer Board.

Section 5:  Field Coordinator:  A Field Coordinator shall be appointed by the Mustang Youth Cheer Board to oversee all game day facility activities.  The field coordinator is in charge of all activities during game nights.  Any park related issues shall be brought to their attention.

ARTICLE 5:  FUNDRAISING

Section 1:  Walmart cards will be issued to be used for team fundraising profits and can be tracked by each team and the Mustang Youth Cheer board.

·       Coaches must keep receipts and documentation for all transactions.

·       Coaches must be able to provide the documents to parents / cheer board within 24 hours of request.

ARTICLE 6: MEETINGS

Section 1: The Mustang Youth Cheer Board shall meet as necessary in an executive session.  Meeting dates shall be scheduled by the President.

ARTICLE 7: FINANCIAL AND ADMINISTRATIVE YEAR

Section 1:  Mustang cheer shall operate both financially and administratively on a yearly basis, beginning January 1st. The financial records shall be closed December 31st.  The Mustang Cheer shall operate as a Not for Profit.

Section 2: The president and vice president shall have the authority to authorize expenditures from the club’s funds.  

Section 3: Specific Mustang Youth Cheer financial matters shall be detailed below:

a)     League Fees are set at $60 per cheerleader

 

b)    Mustang Cheer Fee Waiver Scholarships can be awarded based on legitimate need and must be approved by the affirmative vote of the board members. 

ARTICLE 8: COACHING ETHICS GUIDELINE AND RESPONSIBILITIES

Section 1:  All Members & Coaches associated with Mustang Youth Cheer will abide by the following guidelines and responsibilities. Violations of these rules shall be cause for suspension or termination according to Article 2, Section 3.

a)  Do not act aggressive towards nor criticize the opposing team, its coaches or fans, by word of mouth or by gesture. This includes game officials, field personnel, and your own team/parents.   

b)  Refrain from using abusive and profane language before anyone connected with the game, Mustang Youth Cheer, or the Mustang Youth Football Association.

c)  Never touch a cheerleader, coach, or parent in an aggressive manner.  

Do not permit an injured Cheerleader to continue if it would further cause injury.

e)  Use appropriate methods and drills for developing good physical conditioning and skills. 

f)  Emphasize that good athletes are good students both physically and mentally.  Mustang Youth Cheer recommends a “no pass/no play” policy for individual cheerleaders.

g)  Strive to make every activity serve as a training ground for life, and as a basis for good mental and physical health.

h)  Be on alert for any signs that would indicate possible health hazards. Also, insure alertness in the members of your coaching staff.  Heat awareness is essential.  All coaches will be aware of the Temperature, Heat Index, and the WBGT before practice.  All coaches will follow Daily MYFA Heat Rules in regards to practice times and equipment allowed.  Violation of MYFA Heat Rules will result in the Head Coach being removed from the team.

i)  Explain clearly and thoroughly any additional or more stringent rules.  Enforce these rules equally with all your cheerleaders, no exceptions.

j)  Do not intimidate the cheerleaders or their parents, do not call them names that are degrading, and do not yell or scream at them.  

k)  Have fun and encourage your cheerleaders to have fun as well.  Cheerleaders are expected to attend all practices, meetings and games.

l)  Invoke fair and respectful discipline.

1.  Constructive criticism only, not degrading criticism.

2.  Always keep a positive attitude around the cheerleaders.

3.  Teach respect to the cheerleaders by respecting authority yourself.

m)  Promote Mustang Cheer's growth and influence and enhance the Mustang Cheer's reputation.

n)  No use of alcohol or tobacco is allowed on designated Mustang Football property.

o)  The coaches will schedule practice times and facilities.  Practices should be in a public location not a home.  Seek guidance from Coordinators for locations available.

ARTICLE 9: PARENT ETHICS GUIDELINE AND RESPONSIBILITIES

Section 1: All Adult Members & Parents associated with MUSTANG YOUTH CHEER will abide by the following guidelines and responsibilities.  Violations of these rules shall be cause for suspension or termination according to Article 2, Section 3.

a)  Do not criticize the opposing team, cheer squad, its coaches or fans, by word of mouth or by gesture.  This includes game officials and field personnel.

b)  Do not criticize your own squad, team, its coaches or fans, by word of mouth or by gesture.

c)  Refrain from using abusive and profane language before anyone connected with the game.

d)  Do not attempt to enter the playing field or sidelines during or after a game.  The field is for football players, cheerleaders, and coaches only.  Remain behind fences and marked field areas at all times.

e)  No use of alcohol or tobacco is allowed on designated Mustang Football property.  All member guests shall abide by all rules of the park and association.  Members should monitor the conduct of their guests.

f)  Cheerleaders are expected to attend all practices, meetings and games.

g)  Emphasize that good athletes are good students both physically and mentally.  Mustang Youth Cheer recommends a “no pass/no play” policy for individual cheerleaders.

h)  Obey all rules and regulations of Mustang Football and Cheer and the C.O.F.L.  If there is a problem or question, immediately seek the assistance of the Field Coordinator, Cheer Coordinator, or Mustang Youth Cheer Board.

i)  Always approach any Coach in a respectful manner.  All Coaches are volunteers, not paid professionals.  Waiting 24 hours with any problem is a good rule.  Never approach the Coach in front of the children.

 

 

ARTICLE 10: AMENDMENTS

Section 1: These Bylaws may be amended by a majority vote of the Board. All proposals must be submitted in writing to the President or Vice President. Proposed amendments will be on the next meeting’s agenda.  Either the author of the proposed bylaw, President or Vice President may request that the amendment be presented and then voted on at the next meeting. Either the President or Vice President may request that the amendment be presented and voted on immediately if circumstances warrant.  All amendments go into effect immediately unless the amendment specifies a future date and time.
