Controller Reports –Robert Jordan

Tim is not here today. I will read his letter

Comptrollers Report to TOT

Feb 17th 2021,

Disclosure:

While I am not a CPA, I maintain an intimate knowledge of the Budgets, P&L’s and Balance sheets for my Companies.  I have no Personal or Business dealing with anyone on the Executive.

Review:

I have reviewed the statements and Bank reconciliation (up to Jan 7 2021) with Robert and have no ‘Personal’ or ‘Audit’ concerns with the presented statements. The Majority of transactions for 2020 consist of season deposits, refunds and donations on behalf of the League or players.

HST:

An opinion has been received previously from Feehely, regarding TOT’s status with regards to the $50,000.00 threshold.  Provided TOT is maintaining a bank account (at the end of the season) at a defensible defined amount to cover start-up costs and distributing any excess funds within a defined period to a Capital project or Charity, I believe this position is defensible. I am not a lawyer, so this is a personal opinion and not a statement of Legal standing.

Best regards,

Tim Osmond

Currently have 101 in Pending Status (Waiting to Pay Status)

6 in Process (Applications started but not finished

14 Paid from last year that still need to register

             Total of 121 people.

Compared to years past on this date

             2017       94

             2018       136

             2019       114

             2020       105

Numbers show we are in line with years past.

We are not collecting any money at this time. We have had a couple e-transfers come through but I do not accept them. If I send them back, the person gets a $5.00 charge, but if I let them expire, no charge is added on their banks end.

Old Business

Paul:  The following items were raised at the 2019 AGM, and discussed at the Feb 2020 Executive Board Mtg, our last mtg before COVID. We do not have good records of what the decision was for each point, so we are raising them again.

1.       The playoff format currently states that the higher placed team is the home team for all round robin games. As a teams plus/minus is used as a tie breaker, the home team does not have the opportunity to add to their total if they don’t bat in the final inning ·

a.       Darrel Hagar motioned that discussion is required for a proposal that during the playoff round robin games the higher placed team has a choice to be the home or away team for each game at the Executive Committee meeting in February.

b.       Seconded by Bob Candy

c.       Motion carried unanimously

Vote on item #1

Total Votes: 20-2 in favor

Motion Carried

2.       Discussion on intentional walks in the playoffs. In a recreational league people pay to play, and deserve to swing a bat. How is it determined that a walk is intentional?

a.       Bob Candy motioned to have a further discussion on intentional walks at the Executive Committee meeting

b.       Seconded by Dave Connolly

c.       Motion carried

Discussed item #2

Item is closed. No discussion

Item is no longer valid

3.       Last year we eliminated the P2 from each team, would like to reinstitute. Question from the floor regarding using the P2 or asking for a P1 as a spare if they are missing

a.       Tito Presenza motioned to have a further discussion on bringing back the P2 in order to secure each team has a person that can pitch

b.       Seconded by Jason Chiovitti

c.       Motion Passed

Discussion on item #3

Passed if able to draft 17x P2’s, more work to be completed on this

*Note: If we go with Cohorts, we need to discuss further.

4.       Proposed change to Article 2 subsection (g), allowing a player to take a courtesy runner from the base on which they reach, even after they have taken a courtesy runner in that game.

a.       Dave Fleming motioned that a discussion on the proposal that any player can take a courtesy runner at the end of the play regardless of what base they end up on, even if they have taken a runner previously in the game.

b.       Seconded by Doug Dwyer

c.       Motion carried

Discussion on item #4

Passed previously

New Business

§  Photo Op, possible Night game

o   35th Anniversary and C1 Kickoff Committee

§  Looking for volunteers

Open Floor

·         Rob Farah

o   Who will be captain this year?

§  Paul, not to be discussed today. We will discuss this at a later date as a group.

o   Kevin Boston, maybe each team should come up with ideas on how to tackle this

§  Paul, we will discuss further

o   Jeff Dancey, its impossible to figure this out in advance of the season starting

§  Geoff Keogh, agreed

o   Paul, that’s what we are not discussing this at this time. We need to have more discussion on this to bring back to this group
