SAY THERE IS A RUNNER ON THIRD AND AN APPEALL ON A RUNNER MISSING FIRST AND GOING TO SECOND.THE BALL IS LIVE RIGHT AND THE RUNNER ON THIRD COULD SCORE.

If you look in your rule book under points of emphasis the first point is appeals. There are live ball appeals and dead ball appeals, so it would depend upon which type of appeal was being made as to whether the runner on third could advance. Hope this answers your question. Man John! You are getting GOOOOOOOD!

The obvious thing to do in this situation is to wait until the ball gets in the circle and ask for time. Then ask the umpire about the runner who missed the base. The umpire should then respond with safe or out.
